摘 要
党的十九大提出建设“智慧社会”,并将构建“智慧社会”与科技强国一并确定为
数字中国的重要组成部分。随着“生态文明”被写入宪法之后,绿色、智慧成为我国经
济发展遵循的新法则。2019 年我国举行首届“智慧物业管理创新大赛”,明确提出要推
动中国物业向智慧化发展,提升物业的数字化、智慧化程度。2020 年新冠疫情爆发,智
慧物业为疫情防控提供有力的支持,社会各界也更加认识到物业管理对于整个社会管理
的重要性。
本文以新时代物业发展为契机,关注智慧物业发展的整体态势,智慧化建设作为物
业与业主沟通的桥梁,发挥的有效作用大小,取决于物业服务效率,而效率要受到很多
因素的影响和制约,为此,效率评价及其制约影响因素更值得深入研究,本文从物业智
慧化建设出发,以理论与实证相结合为基础,对其效率进行更深入分析和评价。首先,
对物业服务、服务效率、智慧物业等这些核心概念进行界定,在此基础上,梳理和总结
理论支点,即物业服务相关理论、服务效率相关理论、智慧物业的相关理论。其次,从
智能安保、智能停车管理、智能家居、智能感知、智能耗能监控五个方面归纳智慧物业
的服务效果,对其成效复盘。再次,基于已获得文献,构建了智慧物业服务效率评价及
其影响因素指标体系,研究智慧物业服务的效率变化,结合服务客观运行特征,使用DEA
模型对物业整体服务效率进行测度,利用服务效率测算结果,综合分析 14 家物业企业
服务效率的类型;通过研究了智慧物业服务的全要素生产率变化,使用 DEA-Malmquist
指数分析 2015-2019 年间的投入与产出变化,分析服务效率全要素生产率的影响因素和
变化状况。
根据实证数据分析发现,投入资本进行智慧化转型的物业企业都在一定程度上提升
了物业服务的质量和物业管理的效能,虽然有一些企业在智慧化转型过程中出现投入和
产出不平衡的情况,但整体上可以归为发展尝试中的问题,只要通过合理的制度规范和
企业规范管理都能有效的规避和处理。

Abstract
The 19th National Congress of the CPC has come up with the concept of “building a
smart society, together with building a powerful nation in science and technology as
primary elements of the digital China. After "ecological civilization" was written into the
Constitution, green and intelligence have become the new principles of China;s economic
development. In 2019, China held the first "Intellectual property Management Innovation
Competition", which clearly requested to advance Chinese estate management associations,
making them achieve intelligent development as well as boosting the digital and intelligent
level. Although the COVID-19 broke out in 2020, intelligent property companies have
provided strong support for epidemic restraint, causing the whole society more aware of the
emphasis of property management in society management.
This paper is based on the property development in new era, concentrating on the
overall tendency of intelligent property development. Serving as a bridge between owners
and property management, whether smart system works depends on property service
efficiency. While it can be affected and restricted by many uncertain factors, which are
worth of further study. First of all, interpret property service, service efficiency, smart
property and other essential concepts. On this basis, sort out and summarize the theoretical
fulcrum, which implies figuring out related theories about property service, service
efficiency and smart property. Next, sum up the service effect of intelligent from five
aspects: intelligent security, intelligent parking management, intelligent home, intelligent
perception and intelligent energy consumption monitoring. Finally, referring to the
previous reports, the index system of smart property service efficiency evaluation and its
influencing factors are shaped. This paper researches the efficiency changes of smart
property service, combining the objective operation characteristics of the service, to

operation characteristics of the service, meanwhile using DEA model to measure the
overall service efficiency of the property. Through the service efficiency measurement
results to comprehensively, the service efficiency types of 14 property enterprises are
concluded. Also, the paper figures out the changes of input and output between 2015 to
2019 and the influencing factors of the total factor productivity of service efficiency by
studying the changes of the total factor productivity of smart property services as well as
the DEA-Malmquist index.
According to the investigation of the empirical data, it is believed that, to a certain
extent, the property enterprises that have invested in the intelligent transformation have
been proved to enhance the quality of property services and the efficiency of property
management. Although some enterprises have exposed imbalance between input and output
in the course of intelligent transformation, the issues can be attributed to the flaws of the
development attempt. As long as we stipulate some reasonable system norms and
standardize the enterprises management, mistakes can be avoided and dealt with.
