随着EPC 模式在国内建筑市场的推广应用，越来越多的大型政府公建及基础设施类
项目应用 EPC 模式，项目情况愈加庞大复杂，竞争日益激烈。然而，国内各大施工企业
对 EPC 模式仍处于探索和成长阶段，机械化地按照传统总承包施工的成本管理方式管理
EPC 项目，无法有效结合EPC 模式要求，未能充分发挥该模式特点。这也导致EPC 项目
成本管理矛盾突出，效益创造水平一般，甚至出现利润不增反降等问题。甚至不乏有企
业深陷投标价格失准、工程量预估不准、成本控制能力弱等误区。因此，本文从施工企
业角度出发，提出EPC 模式下成本管理流程及重点要素，为施工企业更好实施成本管理
提供指引。
首先，通过文献分析，研究施工企业 EPC 项目成本管理工作的总体状况，对施工企
业 EPC 项目成本管理现状进行剖析。对比 EPC 模式下施工企业对工程项目成本管理工作
的现状以及与传统项目管理方式在模式上的区别，找出在 EPC 模式下项目成本管理工作
所面临的各种问题，说明目前行业内普遍的研究现状和应用情况。其次，通过案例分析
法和专家咨询法，总结 EPC 模式下施工企业 S 项目成本管理问题，梳理成本管理主体，
影响因素，确立管理对象，分析在 S 项目生产管理过程中出现的成本管理状况。最后，
提出基于全生命周期成本管理理论，从设计、采购施工等阶段建立施工企业EPC 项目成
本管理流程，并给出管理对策。
本文深入研究 EPC 模式下施工企业 S 项目成本管理工作，基于全生命周期的成本管
理理论和方法，将项目的各个阶段纳入到全生命周期内，提出可行举措和优化方法完善
施工企业 S 项目成本管理，有助于提高项目成本管理水平，解决项目实施过程中各环节
成本失控的问题。站在施工企业角度的EPC 项目成本管理较为新颖，还没有学者从项目
全周期进行分析并提出切实可行的管理流程及管理对策，本文具有一定的创新性，提出
的成本管理流程及管理对策是对我国实施 EPC 施工总承包管理模式政策的积极响应，为
类似建筑施工企业EPC 项目成本管理提供了借鉴与依据。

I ABSTRACT
As the promotion and application of EPC mode in the domestic construction market, more and more
large-scale government public construction and infrastructure projects are applying EPC mode, whose
application is becoming increasingly mature and the competition is becoming increasingly fierce. However,
the major domestic construction enterprises are still in the exploration and growth stage of EPC mode.
They manage EPC projects mechanically in accordance with the cost management mode of traditional
general contract construction, which cannot effectively combine the requirements of EPC mode and fail to
give full play to the characteristics of the mode. This also leads to the prominent contradiction of EPC
project cost management, the level of benefit creation is average, and even the profit does not increase but
decreases. There is even no lack of enterprises in the bid price misalignment, project quantity estimation is
not accurate, weak cost control ability and other misunderstandings. Therefore, from the perspective of
construction enterprises, this paper puts forward the cost management process and key elements under EPC
mode, so as to provide guidance for construction enterprises to better implement cost management.
Firstly, through literature analysis, the overall situation of EPC project cost management in
construction enterprises is studied, and the current situation of EPC project cost management in
construction enterprises is analyzed. By comparing the current situation of construction enterprises; cost
management of engineering projects under the EPC mode and the differences between the EPC mode and
the traditional project management mode, the paper finds out various problems faced by the project cost
management under the EPC mode, and explains the current research status and application situation in the
industry. Secondly, through case analysis and expert consultation, it summarizes the cost management
problems of s project of construction enterprises under EPC mode, combs the cost management subjects,
influencing factors, establishes the management objects, and analyzes the cost management situation in the
production management process of s project. Finally, based on the whole life cycle cost management theory,
the cost management process of EPC project of construction enterprises is established from the stages of
design, procurement and construction, and the management countermeasures are given.
Based on the cost management theory and method of the whole life cycle, this paper deeply studies the
