从目前的情况来看，我国的脱贫攻坚战已经取得全面的胜利，现在要做的就是巩固
胜利的成果。随着减贫工作的不断向前发展，越来越多的地区和人口实现了脱贫。但是
扶贫的难度也越来越大，部分已经脱贫的地区和人口出现了重新返贫的迹象。因此，建
立一个金融脱贫的长效机制尤其重要。当前，金融领域的相关技术正在不断的快速进步，
数字技术和普惠金融相融合的趋势愈发强烈。凭借大数据、互联网、云计算等数字技术
的应用，数字普惠金融可以打破传统普惠金融发展的限制。它具备覆盖范围大、成本较
低、效率较高、风险控制更加容易等优点，也给金融脱贫带来了一种新的方式和思路。
通过数字技术手段可以将金融服务普及到更多的更远的艰苦贫困地区，同时还能降低金
融服务的成本，在扶贫资金的投入和利用方面可以更精准、更有效，对于贫困地区和人
口的永久性自主脱贫更加有益。
近年来，辽宁省的经济实力不断提升，贫困人口的人均收入有了很大的提高，这也
使得贫困发生率不断降低。随着社会不停的向前发展，对于减贫方面的政策也应当与时
倶进。随着辽宁省互联网技术和大数据的不停发展，让利用数字普惠金融减贫有了可行
性。同时，在当前精准扶贫的大背景下，研究辽宁省数字普惠金融的发展与脱贫之间的
关系具有重要的现实意义。
论文的第1 章首先在选题背景和研究意义方面进行了说明，对于国内和国外的相关
外文献进行归纳总结，对于本文研究的内容和对研究方法的使用上进行了明确，在最后
对于创新点和不足之处进行了说明。第2 章主要对于有关数字普惠金融的概念进行介绍，
包括：数字普惠金融概念、北京大学数字普惠金融指数和相关指标体系，并对普惠金融
是如何减贫的机制进行了研究，为后面的分析打下了基础。第 3 章主要对相关数据进行
统计整理，分析了辽宁省的贫困现状和致贫原因。第4 章是本文的实证分析，在前几章
的基础上构建数字普惠金融发展的模型来进行实证研究。第 5 章的内容主要是根据第 4
章当中的研究结果给出的一些建议。最后在第 6 章，得出论文的结论。

I Abstract
At present, China;s anti-poverty assault station has entered the last moment of the
decisive moment. With the continuous development of poverty reduction, more and more
regions and populations have been lifted out of poverty. However, it is becoming more and
more difficult to help the poor, and some areas and populations that have been lifted out of
poverty have shown signs of returning to poverty. Therefore, it is particularly important to
establish a long-term financial anti-poverty mechanism. At present, the relevant technologies
in the financial field are making continuous and rapid progress, and the trend of integration of
digital technology and inclusive finance is becoming more and more intense. With the
application of digital technologies such as big data, the Internet and cloud computing, digital
inclusive finance can break the development restrictions of traditional inclusive finance. It has
the advantages of large coverage, low cost, higher efficiency, easier risk control, etc. It also
brings a new way and thinking to financial poverty alleviation. Through digital technology,
financial services can be popularized to more and more remote poor areas, and the cost of
financial services can also be reduced. It can be more accurate and effective in the input and
use of poverty alleviation funds, and is more beneficial to poor areas and people;s permanent
and independent poverty alleviation.
In recent years, the economic strength of Liaoning Province has been continuously
improved, and the per capita income of the poor population has been greatly improved, which
also makes the incidence of poverty continuously reduced. With the continuous development
of the society, the policies for poverty reduction should also be consistent with the times. With
the continuous development of internet technology and big data in Liaoning Province, it is
feasible to use digital inclusive finance to reduce poverty. At the same time, under the current
background of precise poverty alleviation, it is of great practical significance to study the
relationship between the development of Liaoning Digital inclusive finance and poverty
alleviation.
The first chapter of the thesis firstly explains the background of the topic and the
significance of the research, summarizes the relevant foreign and domestic literature, clarifies
the research content and the use of research methods, and finally explains the innovation and
