乡村振兴战略在这关键的转型发展时期应时而生。2022年 2月 22日，中央一号
文件即《中共中央国务院关于做好 2022年全面推进乡村振兴重点工作的意见》发布，
这是我国 21世纪以来第十九个指导“三农”工作的中央一号文件。乡村振兴战略总
体上提出了五个方面的总要求，这使得“三农”问题的重要作用得以充分展现，是“三
农”工作的发展与创新。
要构建新发展格局、护航国计民生，解决“三农”问题是基础和根本。十九大报
告指出，要坚定不移的优先发展农业农村，要坚决贯彻落实乡村振兴战略实施方案，
这是“三农”发展在新时代的前进方向。要按照中央文件精神，坚持把解决好“三农”
问题作为全党工作重中之重，把全面推进乡村振兴作为实现中华民族伟大复兴的一项
重大任务。
作为农业政策性金融机构，农发行要全面落实党中央、国务院关于金融服务乡村
振兴的部署要求，充分发挥“当先导、补短板、逆周期”的职能作用，坚决守好三农
这个“战略后院”，为全面服务乡村振兴战略和加快推进农业农村现代化提供有力金
融支撑。
为此，本文运用文献分析法、统计分析法、案例分析法，对 A市农发行乡村振
兴战略背景下服务“三农”的业务发展现状等方面作了深入的分析。研究结果显示，
农发行 A市分行为促进 A市社会经济的全面、可持续发展作出了自己应有贡献。主
要表现为：服务“三农”、服务乡村振兴战略下基础设施建设等能力增强，有力地支
持了 A市粮食产业化水平提高，支持了粮油储备购销、水利建设、农村公路、教育
扶贫、旅游扶贫、农牧业产业化等领域发展，全力推动了 A市地方经济发展。取得
成绩的同时也存在一些问题，主要表现在：资产业务发展缓慢、筹措资金基础薄弱、
中间业务品种单一、风险缓释难度增大、人员结构不合理等。
论文最后根据存在的问题，提出农发行要从服务乡村振兴和“三农”业务的视角
适当调整业务发展方向，并从建立健全管理和服务体制、发挥地区优势、建立特色客
户关系、健全风险防控机制等方面提出实现发展的策略，实现 A市农发行高质量可
持续发展。

ABSTRACT
Rural Revitalization Strategy should be born during this key
transformation. On February 22, 2022, the No. 1 Central Document, namely
the Opinions of the CPC Central Committee and The State Council on
Comprehensively Promoting the Key Work of Rural Revitalization in 2022,
was released, which is the 19th No. 1 central document guiding the work
related to“three issues of agriculture,the countryside and farmers” since
the 21st century. The rural revitalization strategy puts forward five general
requirements in general, which fully demonstrates the important role of
“three issues of agriculture,the countryside and farmers”and represents the
development and innovation of "“three issues of agriculture,the countryside
and farmers” work.
To build a new development pattern, escorting national laws and people,
solve the“three issues of agriculture,the countryside and farmers” are the
foundation and fundamentals.The report to the 19th National Congress of the
Communist Party of China（CPC）pointed out that agriculture and rural areas
should be firmly prioritized and the implementation plan of the rural
revitalization strategy should be resolutely implemented. This is the direction
for the development of“three issues of agriculture,the countryside and
farmers” in the new era.In accordance with the arrangements in the
documents of the Central Committee, we should make comprehensively

promoting rural revitalization a major task of realizing the great rejuvenation
of the Chinese nation, and make solving problems related to“three issues of
agriculture,the countryside and farmers”a top priority in the Party's work.
As agricultural policy financial institutions, the bank will
comprehensively implement the party central committee and state council on
rural financial services the revitalization of deployment requirements, give
full play to "as the forerunner, short board, counter-cyclical" function, firmly
abide the "strategic backyard"of“three issues of agriculture,the countryside
and farmers” and comprehensive services to provide strong financial support
to speed up promoting the modernization of agriculture and countryside.
Therefore, this paper uses literature analysis method, statistical analysis
method, cases analysis method and other research methods to make an
in-depth analysis of the business development status of serving“three issues
of agriculture,the countryside and farmers” under the background of rural
revitalization strategy of A City Agricultural Development Bank . The results
show that the branch of A City Agricultural Development Bank has made its
due contribution to promote the comprehensive and sustainable development
of social economy in A City. Main show is: service“three issues of
agriculture,the countryside and farmers”, such as rural infrastructure
construction under the strategy of rejuvenating, effectively support the A city
