摘要
近年来,随着利率市场化的逐步推进、企业融资模式的加速创新、互联网金融的
强势崛起,监管政策的日趋严苛,商业银行传统信贷业务遭遇发展瓶颈。恰当其时,
由于种种原因的共同作用,国家从政策层面上加强对中小企业的支持力度,商业银行
以此为契机,加速发展中小企业金融信贷市场,积极拓展培育新的利润增长点。面对
众多中小企业客户群体,商业银行推出种类繁多的中小企业的信贷产品,中小企业信
贷业务逐步成为商业银行竞相角逐的发展领域。在银行信贷实务中,由于中小企业缺
乏专业的经营管理,抗风险能力较弱,市场信用评价不明等特点,导致中小企业较难
达到银行信贷标准,融资难,融资贵的现象比较普遍,获取低成本的资金用于企业经
营发展存在很大的困难。同时,从银行机构本身流程操作而言,如何能够推动信贷业
务流程管理改进,有效提升信贷业务流程的效率,提高客户服务体验,在市场竞争中
占据先机,并努力做到服务实体经济,无疑是一个值得深入探讨的课题,对我国金融
业乃至经济发展具有重要的现实意义。
本文以流程管理和流程再造相关理论为基础,以 G银行 X分行中小企业信贷业务
流程管理为研究对象,通过对该银行中小企业信贷业务流程管理问题分析,进行改进
方案及保障措施实施研究,针对 G银行 X分行中小企业信贷存在的问题,本文认为要
实现中小企业信贷业务流程管理科学化、高效化,应当从介入前期准备、贷前尽职调
查、贷中审查审批、贷后风险防控,保障措施等方面对业务流程环节进行全流程管理
改进,组织机构的设置、规章制度的健全、考核管理的激励及人才队伍的建设是关
键,激发信贷业务流程的执行反馈和人员的内在驱动力是信贷流程管理的核心。
本文的信贷业务流程管理改进研究主要是基于 G银行 X分行的中小企业信贷业务
流程运转实际,分析其在具备优势资源的条件,中小企业信贷业务不断萎缩的真实原
因,并提出可行性优化改进方案,期望本文对国内其他银行中小企业信贷业务流程管
理改进起到借鉴作用。

Abstract
In recent years, with the gradual advancement of interest rate marketization, the accelerated
innovation of enterprise financing mode, the strong rise of Internet finance, and the
increasingly stringent regulatory policies, the traditional credit business of commercial banks
has encountered a bottleneck in its development. At the right time, due to the joint action of
various reasons, the state has strengthened its support for small and medium-sized enterprises
from the policy level. Commercial banks take this opportunity to accelerate the development
of small and medium-sized enterprise financial credit market, actively expand and cultivate
new profit growth points. Facing many SME customer groups, commercial banks have
launched a wide variety of SME credit products, and SME credit business has gradually
become a competitive development field for commercial banks. In bank credit practice, due to
the lack of professional operation and management, weak anti risk ability and unclear market
credit evaluation of small and medium-sized enterprises, it is difficult for small and medium-
sized enterprises to meet bank credit standards, financing is difficult and expensive. It is very
difficult to obtain low-cost funds for enterprise operation and development. At the same time,
in terms of the process operation of banking institutions, how to promote the improvement of
credit business process management, effectively improve the efficiency of credit business
process, improve customer service experience, take the lead in market competition, and strive
to serve the real economy is undoubtedly a subject worthy of in-depth discussion, It has
important practical significance for China's financial industry and even economic
development.
Based on the relevant theories of process management and process reengineering, this paper
takes the credit business process management of small and medium-sized enterprises in X
branch of bank g as the research object, analyzes the problems of the credit business process
management of small and medium-sized enterprises in the bank, studies the implementation
of improvement schemes and safeguard measures, and aims at the problems existing in the
credit of small and medium-sized enterprises in X branch of bank G, This paper holds that in
order to realize the scientific and efficient credit business process management of small and
medium-sized enterprises, the whole process management of business process links should be
improved from the aspects of early intervention preparation, pre loan due diligence, in loan
review and approval, post loan risk prevention and control, safeguard measures, etc. The key
