摘要
在增强金融的包容性、提高就业率和消除贫困方面，普惠金融是必然选择，
并且也是促进经济增长、实现和维护社会公平的有效途径。我国作为世界第二大
经济体和最大的发展中国家，对普惠金融具有强烈的需求，并且对发展普惠金融
高度重视。最近几年，中国政府、中央人民银行及其他相关职能部门相继出台和
发布了许多普惠金融相关的的政策和文件。2017年在中央政府工作报告中，鼓励
大中型商业银行建立普惠金融事业部这一内容成为金融界普遍关注的焦点。
在我国金融体系中，商业银行扮演着主体的角色。担负着提供普惠金融服务
及不断创新服务、创新普惠金融产品的义务。因此，商业银行普惠金融业务服务
能力的提高以及服务质效的增强对全社会普惠金融实现长远的可持续发展具有重
要意义。本文以中国银行业金融机构普惠金融业务的发展现状为切入点，大量阅
读并梳理了相关文献，通过对Y银行P市分行的普惠金融业务发展情况进行调查研
究，重点对调研对象的普惠金融业务存在的问题进行探究并寻求解决路径。研究
内容主要包括四个部分:（1）对普惠金融的含义、发展历程以及普惠金融的相关
基础理论进行概要梳理。为后续研究作相关知识的前期铺垫，并为问题分析提供
相应的理论依据；（2）对我国商业银行普惠金融业务发展现状进行整体分析，归
纳特点；（3）以Y银行P分行为调研对象，全面了解银行发展现状，用调研所得相
关数据进一步分析其普惠金融业务的发展效益，并分析存在的问题，针对问题探
究解决办法。

finance and attaches great importance to the development of inclusive finance. In recent
years, the Chinese government, central bank and relevant functional departments have
successively issued and released some policies and documents related to inclusive
finance.
Commercial Banks as the main body of the financial institution system in our
country, is both a pratt &whitney financial services provider, also for the financial
innovation pratt &whitney dominant role, therefore, to strengthen the construction of the
ability of commercial Banks pratt &whitney financial services, improve the quality of
pratt &whitney financial services, pratt &whitney is whole society and the development
level of financial development sustainable. From the perspective of the current
development status of inclusive financial services of commercial banks, this paper, on the
basis of a large number of reading and sorting out relevant literature, investigates the
development status of inclusive financial services of THE Branch of Y City Commercial
Bank in P City, and focuses on exploring the problems existing in inclusive financial
services of the research objects and seeking solutions. The research content mainly

business of Commercial banks in China and summarize its characteristics; (3) Take P
Branch of Y City Commercial Bank as the research object to comprehensively

of its inclusive finance business with the relevant data obtained from the research,
analyze the existing problems, and explore solutions to the problems.
