随着2021年7月份共同富裕战略方针的提出,普惠金融作为实现共同富裕
的重要工具之一,又一次受到了广泛的关注。近年来,国家相继出台了大量的普
惠金融支持政策,并将普惠金融发展作为国家层面的发展战略,商业银行作为
实践普惠金融政策的重要金融机构发挥着越来越重要的作用。目前,国有大型
商业银行在普惠金融领域的投入力度以及规模增速都有大幅提高,市场份额已
经在银行类金融机构中排名首位。农业银行作为发展普惠金融最早的国有大型
商业银行,一直在普惠金融领域处于领先位置。随着各大行对普惠金融业务重视
程度加深,农业银行在普惠金融市场中的份额优势受到了极大的挑战。
本文以农业银行A分行为研究对象,研究其小微企业普惠金融企业竞争策
略问题。主要围绕农业银行A分行小微企业普惠金融实际业务现状与存在的问
题,对A分行开展小微企业普惠金融业务所面临的外部宏观与竞争环境和内部
资源与发展环境进行系统的分析,认为当前A分行小微企业普惠金融业务面临
难得的机遇期,但是外部的竞争压力也在逐步增强。进而运用波特的五力模型
对农业银行A分行小微企业普惠金融业务发展面临的竞争条件进行系统分析。
最后运用竞争战略理论对A分行可能采取的成本领先策略、集中化策略与差异
化策略实施的可能性进行分析,分析结果显示产品差异化策略与业务集中化策
略是目前A分行小微企业普惠金融业切实可行的竞争策略,并从制度、人力资
源与创新三个方面提出了保障竞争策略顺利实施的保障建议措施。

ABSTRACT
So far, With the proposal of the strategic policy of common
prosperity in July 2021, inclusive finance, as one of the important tools
to achieve common prosperity, has attracted extensive attention again. In
recent years, the state has issued a large number of inclusive financial
support policies, and takes the development of Inclusive Finance as the
development strategy at the national level. Commercial banks, as an
important financial institution practicing the inclusive financial policy,
are playing a more and more important role.At present, large
state-owned commercial banks have significantly increased their
investment and scale growth in the field of Inclusive Finance, and their
market share has ranked first among banking financial institutions. As
the first large state-owned commercial bank to develop Inclusive
Finance, Agricultural Bank of China has always been in a leading
position in the field of Inclusive Finance. As major banks pay more
attention to inclusive financial business, the share advantage of
Agricultural Bank of China in inclusive financial market has been
greatly challenged.
This paper studies the competitive strategy of Inclusive Finance
Enterprises of small and micro enterprises of Agricultural Bank of China.
Focusing on the actual business status and existing problems of
Inclusive Finance for small and micro enterprises in branch a of
Agricultural Bank of China, this paper systematically analyzes the
external macro and competitive environment, internal resources and
development environment faced by branch a in carrying out Inclusive
Finance for small and micro enterprises, and believes that the Inclusive
Finance Business for small and micro enterprises in branch a is facing a
rare opportunity period, However, the external competitive pressure is
also gradually increasing.Then, Porter's five forces model is used to
systematically analyze the competitive conditions faced by the

development of inclusive financial business of small and micro
enterprises in a branch of Agricultural Bank of China. Finally, using the
competitive strategy theory, this paper analyzes the possibility of
implementing the cost leading strategy, centralization strategy and
differentiation strategy that a branch may adopt. The analysis results
show that the product differentiation strategy and business centralization
strategy are practical competitive strategies for the inclusive financial
industry of small and micro enterprises in a branch Human resources and
innovation put forward the safeguard measures to ensure the smooth
implementation of the competitive strategy.
