时光荏苒,岁月如梭。三年的研究生生活转瞬即逝,回想我的读研生涯,不
禁心怀感激,感谢一路陪我走过的所有人和所有经历。

辞辛劳的工作精神让我敬佩,此般施教成为我一生智慧的来源。张教授在我的学

其次我要感谢我的同学们在我论文研究和撰写过程中的大力支持,没有你们

摘要
企业管理水平的快速提高,企业战略目标的圆满完成,都离不开有效的绩效
管理。它不但能为企业人力资源规划提出可靠意见,还能实现企业和员工共同进
步、共同发展。现阶段我国经济飞速发展,电力体制不断改革,电力企业现有绩
效管理体系已经不能适应这些新变化。以保证经济稳步前进为基础,如何实现原
有绩效管理体系有效变革,是我国电力企业管理者积极探索研究的方向。电力企
业必须以企业战略为导向,找出企业绩效管理现存问题,引进科学先进绩效管理
手段,改进绩效管理体系,实现企业、员工共同发展。XZ供电公司作为国家电
网公司所属地市级子公司,在绩效管理方面已经暴露出一定问题,本文以此为例,
进行绩效管理研究。
本文从绩效管理相关背景和理论着手,首先介绍 XZ供电公司企业概况、企
业战略和绩效管理现状,并通过设计调查问卷对结果详细分析,找出公司绩效管
理存在问题,研究采用 BSC和 KPI改进绩效管理体系的必要性和可行性,同时
依据兄弟单位和试点部门的成功案例加以验证。其次,进行 XZ供电公司绩效管
理体系改进设计,主要包括以下方面: (1)简要说明改进设计的总体思路和构建
原则,对公司进行 SWOT分析,以平衡记分卡四个维度绘制战略地图,为新的
绩效管理体系精准定位。(2)以公司战略为导向,以平衡记分卡四个维度设置公
司级、部门级、员工级关键绩效指标,形成 XZ供电公司绩效指标体系,并通过
专家调查法对指标赋予权重。(3)采用 PDCA循环法实施绩效管理体系,对绩效
计划、绩效执行、绩效监督、绩效沟通、绩效评价、绩效反馈、绩效应用等全过
程严格把控,确保绩效管理体系高效实施。 (4)对比分析公司近三年绩效指标,
在财务、客户、内部运营、学习与成长方面均取得显著提高,并在管理效益、经
济效益、社会效益方面获得不俗成绩,两者充分体现了公司绩效管理体系改进的
成功。最后,介绍 XZ供电公司公司在绩效管理体系实施时从组织、制度、人员
三个方面采取的具体保障措施,为公司绩效改革保驾护航。
绩效管理体系的成功改进和实施促进 XZ供电公司完成战略目标,为员工带
来更多的机遇和发展,也为其他电力企业绩效管理改革提供一定的思路和实践经
验。

Abstract
The improvement of enterprise management level and the rapid realization of
enterprise strategic goal can not be separated from effective performance management.
It can not only provide valuable planning advice for the next step of human resource
planning, but also encourage the common progress and better development of
enterprises and employees. At present, with the rapid development of China’s
economy and the continuous reform of the power system, the current performance
management system of power enterprises can not adapt to these new changes. On the
basis of ensuring the steady progress of economy, how to realize the effective reform
of the original performance management system is the direction of active exploration
and research for the managers of electric power enterprises. The Electric Power
Enterprise must take the enterprise strategy as the guidance, find out the existing
problems, introduce the scientific advanced performance management method,
improve the performance management system, realize the common development of
the enterprise and the staff. XZ Power Supply Company, as a municipal subsidiary of
State Grid Corporation, has exposed some problems in performance management.
This thesis takes this as an example to study performance management.
Based on the background and theory of performance management, firstly, this
thesis introduces the general situation, strategy and current situation of performance
management of XZ power supply company. Design questionnaires and analyze the
results in detail to find out the problems existing in the company's performance
management, demonstrate the necessity and feasibility of using balanced scorecard
and the key performance indicator to improve the performance management system,
verify through the success of sibling units and pilot departments. Secondly, to
improve the company’s performance management system, it mainly includes the
following aspects: (1) the establishment of the principles of SWOT analysis of the
company to balance the four dimensions of the scorecard to draw strategic map for the
new performance management system accurate positioning. (2) Guided by the
company's strategy, set the company level, department level and employee level key
performance indicators in four dimensions of the balanced scorecard, form the
performance indicator system of XZ power supply company, and give weight to the
indicators through expert survey method. (3) XZ Power Supply Company adopts
PDCA cycle method to implement performance management system, strictly controls
