要着力在转方式、调结构、换动能、提质量上取得突破性进展，推动内蒙古经济转
型升级。内蒙古自治区提出，要做优做强现代能源经济，统筹推进源网荷储、风光
水火储一体化发展，大力发展氢能经济，加快特高压外送通道建设和智能电网建设。
M电网公司在助力自治区现代能源经济绿色发展进程中承担着重要责任和光荣使
命。因此，绿色发展是 M电网公司当下以及未来的一个阶段内必须面临并且有待解
决的重大的发展战略问题。M电网公司属于内蒙古自治区直接管理的独立的国有独
资大型电网企业，是全国综合实力排名第三的电网企业，负责对内蒙古中部和西部
地区输电网、配电网的建设以及运行维护，所辖供电营业区域的面积超过 72万平
方公里，承担着内蒙古中西部 8个盟市的农业、牧业、工商业生产以及城乡居民生
活用电任务。新形势下，内蒙古自治区电力的发展方向正在逐步发生改变， M电网
公司的发展在面临全新挑战的同时也收获全新机遇，企业的战略转型脚步将大大加
快。
结合以上背景，本文以 M电网公司为例，基于相关理论知识和工作实践，对 M
电网公司发展历程、发展现状、发展存在问题作了介绍，得出公司在电网转型升级，
提升外送能力、管控设备有害气体、推进源网荷储、风光水火储一体化发展等方面
存在着许多问题和不足。结合自治区探索以生态优先、绿色发展为导向的高质量发
展之路和建设国家重要能源和战略资源基地的背景，通过对自身能力资源的分析，
运用 PEST分析法、波特五力模型和 SWOT分析法等战略管理研究工具，归纳和总
结了企业当前的优势、劣势、机遇与威胁，最后利用 SWOT分析得出企业应选择绿
色转型发展战略的结论。
综合以上分析对 M电网公司的发展战略开展研究，结合企业愿景和使命，选择
M电网公司的发展战略为绿色转型发展战略，并在提升公司治理能力、人身、设备、
电网、信息系统安全、保障电网高质量发展等方面提出了保障措施。本文所提出的
观点和思路可以为 M电网公司在通盘筹划选择发展战略时提供参考，使之率先进入
绿色发展快车道，全面建成以生态优先、绿色发展为导向的全国一流的现代化电网
企业，为“建设亮丽内蒙古，共圆伟大中国梦”作出积极贡献。同时也为行业内其
他电网企业对发展战略的抉择方面提供经验和参考。

ABSTRACT
Building Inner Mongolia into an important ecological security barrier
in northern China and a security and stability barrier in the northern border
of the motherland, building a national important energy and strategic
resource base and a production base of agricultural and livestock products,
and building an important bridgehead for China's opening to the north is the
strategic positioning of the CPC Central Committee for Inner Mongolia
Autonomous Region. The Inner Mongolia Autonomous Region has made it
clear that it will continue to promote the modernization of Inner Mongolia,
unswervingly move towards a new path of high-quality development guided
by ecological priority and green development, and accelerate the
construction of "two barriers", "two bases" and "one bridgehead". Efforts
should be made to make breakthroughs in transforming mode, adjusting
structure, changing kinetic energy and improving quality, so as to promote
the economic transformation and upgrading of Inner Mongolia. Inner
Mongolia Autonomous Region proposed to optimize and strengthen the
modern energy economy, comprehensively promote the integrated
development of source network load storage, scenery, water and fire storage,
vigorously develop the hydrogen energy economy, and accelerate the
construction of UHV transmission channels and smart grids. M power grid
company undertakes important responsibility and glorious mission in

helping the green development of modern energy economy in the
autonomous region. Therefore, green development is a major development
strategy problem that m power grid company must face and need to be
solved at present and in the future. M power grid company is an independent
state-owned large-scale power grid enterprise directly managed by Inner
Mongolia Autonomous Region. It is the third largest power grid enterprise in
China in terms of comprehensive strength. It is responsible for the
construction, operation and maintenance of transmission and distribution
networks in central and Western Inner Mongolia. The power supply business
area under its jurisdiction exceeds 720000 square kilometers and undertakes
the agriculture, animal husbandry and Industrial and commercial production
and domestic power consumption of urban and rural residents. Under the
new situation, the development direction of electric power in Inner
Mongolia Autonomous Region is gradually changing. The development of m
power grid company is facing new challenges and reaping new opportunities.
The pace of strategic transformation of the enterprise will be greatly
accelerated.
Combined with the above background, taking m power grid company
as an example, based on relevant theoretical knowledge and work practice,
this paper introduces the development process, development status and
existing problems of m power grid company, and comes to the conclusion
