摘要
农村最低生活保障制度（以下简称农村低保制度）作为我国农村社会保障体系的
一个重要组成部分，近年来，该制度的建立与完善，很大程度上解决了农村贫困人口
的基本生活问题，成为打赢脱贫攻坚战，全面建成小康社会进程中的重要保障。随着
我国乡村振兴战略的全面深入实施，农村作为乡村振兴战略的主战场，农村居民作为
战略实施的重要主体，农村低保制度将继续承担保障农村贫困人口最低生活和发展需
要的重要作用。然而该制度是我国社会形态和国情下特有的社会保障制度，其实施和
运行的过程中始终伴随着问题和矛盾的产生，解决这些问题和矛盾，对农村低保制度
的健康持续运行有重要意义。
本文在运用公平效率理论、马斯洛需求层次理论、区块链技术与思维、公共产品
理论等理论知识的基础上，以泸州市L镇为研究对象，通过调查研究的方法探究了农
村低保制度在L镇的实际运行过程以及存在的的问题，并提出解决措施。首先，文章
阐释了课题研究的理论意义和现实意义，分析了国内、国外研究现状，阐明了本文研
究内容、研究方法与技术路线以及本文涉及到的基本概念和相关理论。还概括了L
镇农村低保制度的基本运行情况，通过对L镇开展深入调查，得到一手数据，在汇总
数据，并进行定量分析与定性分析之后，探究出L镇农村低保制度在运行过程中存在
的问题及问题成因。最后，本文结合L镇的实际情况与相关研究成果，对L镇如何完
善农村低保制度运行提出了上级政府、L镇政府与社会三个层面的建议与意见。

system. In recent years, the establishment and improvement of this system have largely
solved the basic living problems of the rural poor and become It is an important guarantee
in the process of winning the battle against poverty and building a moderately prosperous
society in an all-round way. With the comprehensive and in-depth implementation of my
country's rural revitalization strategy, the countryside will be the main battlefield of the
rural revitalization strategy, and rural residents will be the main body of the strategy
implementation. The rural subsistence allowance system will continue to play an important
role in the minimum living security and development needs of the rural poor. However,
this system is a unique social security system in my country's social form and national
conditions, and its implementation and operation are always accompanied by problems and
contradictions. Solving these problems and contradictions is of great significance to the
healthy and sustainable operation of the rural subsistence allowance system. .
Based on the theory of fairness and efficiency, Maslow's hierarchy of needs,
blockchain technology and thinking, public goods theory, and other theoretical knowledge,
this paper takes L Town, Luzhou City as the research object, and explores the rural
subsistence allowances through investigation and research methods. The actual operation
process of the system in L town, as well as the existing problems, and propose solutions.
First of all, the article explains the theoretical and practical significance of the subject
research, analyzes the research status at home and abroad, clarifies the research content,
research method and technical route of this paper, as well as the basic concepts and related
theories involved in this paper. It also summarizes the basic operation of the rural
subsistence allowance system in L town. Through in-depth investigation of L town, the
first-hand data is obtained. After summarizing and quantitative analysis and qualitative
analysis, it explores the existence of the rural subsistence allowance system in L town
during the operation process. problem, explore the cause of the problem. Finally, combined
with the actual situation of L town and relevant research results, this paper puts forward
suggestions and opinions on how to improve the operation of the rural subsistence
allowance system in L town.
