QL城投公司基层员工绩效管理体系优化研究
中文摘要
在国家新的宏观经济调控以及货币政策之下,政府进一步放宽对国有企业
的监管,城投类企业必须进行转型走向独立自主经营的道路。依托政府兴起发
展而来的城投类企业既要和民营资本争夺市场,也要面对长期以来内部存在诸
多问题。通过对L市QL城投公司的现有管理情况调查研究,发现该公司现阶段
采用的管理方式已无法完全满足战略发展的要求,基于此本文对QL城投公司的
绩效管理体系进行优化设计。
论文以QL城投公司基层员工绩效管理体系为研究对象,在阐述绩效管理相
关理论和国内外相关研究成果的基础上,介绍公司现有绩效管理体系概况,采
用调查研究方法,分析和归纳存在的问题,包括缺少绩效计划、指标设置笼统、
考核目标不够全面细致、缺乏绩效辅导等等方面,并找出了问题存在的原因。
基于存在的问题及原因,采用平衡计分卡法、关键绩效指标法等管理工具,对
QL城投公司绩效管理体系进行优化设计,主要制定优化目标,重新设计绩效管
理的五个环节:即制定计划,设置有关指标——目标实施——考核评价——沟
通反馈——多方面应用绩效结果。最后,针对优化后绩效管理体系的实施提出
了具体保障措施。本文通过对 QL城投公司绩效管理体系进行优化设计,将现代
绩效管理理论应用于企业实践,对地方国有企业的绩效管理实践的改进完善进
行尝试,可以为同类型企业的绩效管理提供参考。

Abstract
Under the new national macroeconomic control and monetary policy, the
government further relaxes the supervision of state-owned enterprises, urban
investment enterprises will be completely separated from government and
enterprise. Urban construction investment companies relying on the government
development should not only compete with private capital, but also face many
internal problems for a long time. By investigating and researching the existing
management situation of the QL County City Investment Company in L, it is
found that the management method adopted by the company at this stage cannot
fully meet the requirements of strategic development. Based on this, this article
optimizes the design of the performance management system of QL County
City Investment Company.
This paper takes the performance management system of grass-roots
employees of QL urban investment company as the research object ,on the basis
of expounding the relevant theories of performance management and relevant
research results at home and abroad, introduces the general situation of the
company’s current performance management system, and adopts the method of
investigation and research, and analyzes and summarizes the existing problems
as follows: lack of scientific performance management concept, use advanced
theory to guide the performance plan and index set, appraisal target is not
comprehensive and detailed, lack of performance guidance. And find out the
cause of problems . Based on the existing problems and reasons, the balanced
scorecard method, key performance indicators method and other management
tools are adopted, to redesign the performance management of five links: the
implementation and performance plans and target setting, performance

evaluation, performance feedback and performance results application. Finally,
it puts forward specific safeguard measures for the implementation of the
optimized performance management system.
By optimizing the design of the QL County City Investment Company
performance management system ,applies modern performance management
theory to corporate practice. The result is an attempt to the promotion of
performance management practices in local state-owned enterprises. It can
provide reference for the performance appraisal management of similar
enterprises
