近年来,中国人口老龄化现象日益加剧,养老已经逐步成为影响经济、政治等各
个领域的重点民生问题。在这种背景下,以家庭养老为主的传统养老模式,已然无法
满足当今的养老需求,而社区居家养老正逐渐成为我国现阶段重点发展和推广的新养
老模式。
本文尝试探讨新的养老模式下,特别是在受新冠肺炎疫情影响后,社区居家养老
服务中心的经营发展战略问题,以期实现社区居家养老服务中心的良好发展态势。论
文以 T社区居家养老服务中心为研究对象,通过实地调研和实际经营实践,全面了解
并掌握 T社区居家养老服务中心的经营环境以及面临的机遇和挑战,运用 PEST模
型、波特五力模型和 SWOT分析法等战略管理理论和方法,详细分析目前 T社区居家
养老服务中心的外部宏观环境、行业竞争环境,以及资源、能力、产品和服务等内部
环境,剖析 T社区居家养老服务中心的优势、劣势、机会、威胁。在此基础上,做出
适合 T社区居家养老服务中心的发展战略选择。最后制定与 T社区居家养老服务中心
的发展战略相匹配且可行的实施方案,从人力、业务、资金、技术等几个维度保障发
展战略的有效推进。
希望通过本文对 T社区居家养老服务中心发展战略的研究,能够使其在居家养老
行业中有良好的发展,走出具有自身特色的道路。同时亦能够对大连市的居家养老服
务行业发展起到参考作用。

Research on Development Strategy of T Community Pension Service
Center in Dalian
Abstract
In recent years, China's aging population has become increasingly serious, and pension
has gradually become a key livelihood issue affecting various fields such as economy, politics
and so on. In this context, the traditional pension model based on family pension can no longer
meet today's pension needs, and community home-based pension is gradually becoming a new
pension model focused on development and promotion in China at this stage.
This thesis attempts to explore the new pension model. Especially after the novel
coronavirus pneumonia outbreak. The operation and development strategy of community
home-based elderly care service centers. In order to realize the good development trend of
community home-based elderly care service center. Taking T community home-based elderly
care service center as the research object, through field research and actual business practice,
this thesis comprehensively understands and grasps the business environment, opportunities
and challenges faced by T community home-based elderly care service center, and uses PEST
model, Porter's five forces model, SWOT analysis and other strategic management theories and
methods, This thesis analyzes in detail the external macro environment, industry competition
environment, resources, capabilities, products and services and other internal environment of T
community home-based elderly care service center, analyzes the advantages, disadvantages,
opportunities and threats of T community home-based elderly care service center, summarizes
and studies them, and makes a development strategic choice suitable for t community home-
based elderly care service center. Finally, a feasible implementation plan matching the
development strategy of T community home-based elderly care service center is formulated to
ensure the effective promotion of the development strategy from the dimensions of manpower,
business, capital and technology.
This thesis takes t community home-based elderly care service center as the research object,
hoping that it can have a good development in the home-based elderly care industry and walk
out of the road with its own characteristics. At the same time, it can also play a reference role
in the development of home-based elderly care service industry in Dalian.
