外资EPC项目投标风险研究

摘 要
EPC工程总承包是近年来国际上较为流行的项目管理模式，即设计一采购一施工（Engineering，Procurement and Construction）有机结合，是一种包括设计、设备采购、施工、安装和调试，直至竣工移交的工程实施组织模式。近年，EPC工程总承包模式成为大势所趋，对于总承包商来说既是机遇也是挑战，必须挖掘自身潜力，发挥EPC工程总承包的优势。本文从总承包商的角度分析了EPC项目投标过程的特点，方法，流程与管控的重点，结合具体投标实践，分析了投标过程进行的投标前的准备，投标的报价和风险分析，为企业在外资EPC工程项目投标过程的管控提供借鉴。

EPC project general contracting is a popular project management mode in the world in recent years, that is, the organic combination of design-procurement-construction. It is a kind of project implementation organization mode including design, equipment procurement, construction, installation and commissioning, until the completion of the transfer. In recent years, the EPC project general contracting mode has become a general trend. It is both an opportunity and a challenge for the general contractor. We must tap our own potential and give full play to the advantages of EPC project general contracting. From the point of view of the general contractor, this paper analyzes the characteristics, methods, process and control emphasis of the bidding process of EPC projects. Combining with the specific bidding practice, this paper analyzes the preparation before bidding, bidding quotation and risk analysis in the bidding process, which can provide reference for enterprises in the bidding process of overseas EPC projects.
