摘要
民用飞机导航通信工作是航空安全的主要保障，导航通信设备性能的保障是
保证航空安全的前提。由于导航通信设备的稳定运行关系着民用飞机整个飞行过
程的安全，其设备及备件的及时供应尤为重要。导航通信设备及备件库存管理是
及时供应的基础，然而，由于导航通信设备及备件种类繁多，如何进行合理的采
购和管理，来提高导航通信设备及备件的库存管理水平、提升航空企业的资金周
转效率，是目前企业面临的挑战，也是增强企业综合竞争力亟待解决的难题。
为提升 ML公司导航通信设备及备件的库存管理水平，促进公司资金周转，
提高公司服务水平和经济效益，文中调研了供应链库存管理相关研究与发展现
状，分析供应链成员各自的职责和优势，为导航通信设备及备件的库存管理分析
研究奠定了基础。通过对导航通信设备及备件类型和特征的介绍，结合导航通信
设备及备件类型繁多、管理困难的情况，简述了导航通信设备及备件库存管理的
基本内容，并围绕现代库存管理的需求，介绍了导航通信设备及备件供应链库存
管理的方法，为优化导航通信设备及备件的库存管理提供了理论基础。分析 ML
公司导航通信设备及备件库存管理存在的问题，结合当前库存管理流程与目前公
司运营情况，总结出导航通信设备及备件库存管理中存在的资产中存货占比过
高、存货跌价准备占比升高、库存周转率下降等主要瓶颈问题。基于 ML公司导
航通信设备及备件的历史储备数据和现有状况，为公司提供了供应链联合库存管
理方案，采用多项式回归模型对市场需求进行预测，采用补货优化策略对采购过
程进行优化，采用库存结构优化策略对库存结构进行优化，保证导航通信设备及
备件库存量保持在合理水平，有效避免了库存积压和短缺等问题；同时，通过调
整库存管理组织架构、完善仓务部日常管理模式、建立绩效考核制度、制定年度
周期盘点计划等方式促进库存管理优化方案的执行，以保证库存优化方案的稳定
实施。另外，文中从需求预测准确率、各部门间的配合度、库存周转率和客诉率
等方面对优化方案实施前后进行比较。结果表明，所设计的优化方案不仅有效提
升了需求预测准确率，增加各部门之前的协调性，而且还增加了库存周转率，提
高公司服务水平，为公司带来更大的经济效益。
文章研究成果对其它公司制定库存优化管理方案，提高导航通信设备及备件
管理水平等有很好的借鉴作用，希望能为更多公司在未来库存管理过程中的优化
提供一些支持，具有较好的科学意义和广阔的应用前景。

The navigation and communication of civil aircraft air control is the main
guarantee for aviation safety, and the premise of which is the reliable navigation and
communication equipment performance. Since the stable operation of navigation and
communication equipment is related to the safety of the whole flight process of civil
aircraft, the timely supply of its equipment and spare parts is of paramount importance.
The reasonable inventory management of equipment and spare parts is the basis for
the timely supply. However, due to the wide variety of navigation and communication
equipment and spare parts, how to carry out reasonable procurement and management
methods to improve the inventory management level of navigation and
communication equipment and spare parts, and to enhance the capital turnover
efficiency of aviation enterprises poses nontrivial challenges to enterprises. There is
no doubt that the solution to such an urgent problem will boost the comprehensive
competitiveness of enterprises.
In order to improve the inventory management level of navigation and
communication equipment and spare parts for ML company, promote the capital
turnover, improve the service level and economic benefits, the current research and
development status of supply chain inventory management are investigated in this
paper. The respective responsibilities and advantages of supply chain members are
analyzed to lay a foundation for the inventory management analysis and research of
navigation and communication equipment and spare parts. Through the introduction
of the types and characteristics of navigation and communication equipment and spare
parts, combined with the wide variety of navigation communication equipment and
spare parts, and the difficult management, the basic content of inventory management
of navigation and communication equipment and spare parts is described briefly. And
centering on the demand of modern inventory management, the method of inventory
management of navigation and communication equipment and spare parts supply
chain is introduced, which provides a theoretical basis for optimizing the inventory
management of navigation and communication equipment and spare parts. By
analyzing the problems in the inventory management of navigation and
communication equipment and spare parts in ML company, the main bottleneck
