摘要
电力行业作为关系民生的重要基础产业,是国家经济的重要组成部分,电力行业的发展
关系到社会发展的各个方面,电力的可靠供应是国民经济正常发展的必要条件。长期以来我
国供电企业实行的是以定期检修为主的设备维修体制,该体制下的设备维修管理工作规律性
和计划性强但管理模式比较简单粗放。同时也存在维修盲目、维修过剩、维修不足、临时性
检修频繁等问题。随着经济持续发展和电力体制改革深入,社会对供电可靠性的要求不断提
高,这种管理方式难以适应企业发展。为了提高电力企业的竞争力,电力企业必须进一步加
强管理。本文以国网吉林检修公司二次设备管理现状为研究对象,包括国网吉林检修公司二
次设备管理的组织机构、管理模式、基层班组的检修施工方法、消缺流程、备品备件库存
等,从检修公司实际情况出发,以精益化思想为导向,对国网吉林检修公司二次设备管理进
行完整全面的精益化体系设计,达到对国网吉林检修公司二次设备管理方法、业务流程以及
各项规章制度的全面优化。全面提升整个公司二次设备的管理效率。本文以精益化管理理
论、设备管理理论为基础,针对国网吉林检修公司二次设备管理现状,分析各方面的问题以
及成因设计出适应于国网吉林检修公司二次设备的精益管理方法,利用文献分析法、专家访
谈法、以及实际案例分析法对公司二次设备的各个环节进行分析,找出二次设备管理的问
题。并从设备规划、安装验收、设备检修、缺陷处理等多方面具体设计精益管理方法。为国
网吉林检修公司二次设备精细化管理的开展提供保障和支持。

Abstract
Abstract
As an important basic industry related to people's livelihood, the electric power industry is an
important part of the national economy. The development of the electric power industry is related to
all aspects of social development, and the reliable supply of electric power is a necessary condition
for the normal development of the national economy. For a long time, China's power supply
enterprises have implemented the equipment maintenance system based on regular maintenance. The
maintenance management of equipment under the system is regular and planned, but the
management mode is simple and extensive. At the same time, there are blind maintenance, excessive
maintenance, insufficient maintenance, frequent temporary maintenance and other problems. With
the continuous economic development and the deepening of power system reform, the social demand
for power supply reliability is constantly increasing, and this management mode is difficult to adapt
to the development of enterprises. In order to improve the competitiveness of electric power
enterprises, electric power enterprises must further strengthen management. This paper takes the
status quo of secondary equipment management of State Grid Jilin Maintenance Company as the
research object, including the organization, management mode, maintenance and construction
method, shortage elimination process and spare parts inventory of the secondary equipment
management of State Grid Jilin Maintenance Company. Starting from the actual situation of the
maintenance company and guided by lean thinking, Complete and comprehensive lean system design
for secondary equipment management of State Grid Jilin Maintenance Company, so as to
comprehensively optimize the secondary equipment management methods, business processes and
rules and regulations of State Grid Jilin Maintenance Company. Comprehensively improve the
management efficiency of the company's secondary equipment. Based on the theory of the lean
management, equipment management theory as a foundation, in view of its Chinese Jilin secondary
equipment maintenance company management status quo, analysis of the problems and the causes in
terms of design for its Chinese Jilin lean management method of secondary equipment maintenance
