近年来,我国企业已逐渐走向国际市场,对于产品提供企业而言,产品质
量的稳定提高已成为影响企业发展的关键。目前,国内企业都成立了自己的计
量管理部门并创建了相关的计量管理制度,但在执行过程中,由于企业自身的
原因,造成计量管理体系管理理念落后于发达国家。我国企业的计量管理体系
已不能适应生产制造业发展的局面和管理的要求,主要的核心问题是计量管理
不能满足实际的生产质量控制要求,国内企业要想进入竞争激烈的国际市场,
最为重要的一条就是加强自身的计量管理的能力,面对这种形势,如何优化国
内企业的计量管理体系已成为最为棘手的问题。
基于此,本文以 ED 青岛公司作为研究对象,针对计量管理体系所面临的问
题从公司的规章制度、流程、人员管理等方面,对该公司的计量管理体系优化
展开研究,从分析 ED青岛公司计量管理体系的现状入手,通过调查 ED青岛公
司量具的管理现状、查阅公司的量具历史维护记录和相关的文献研究等活动,
发现在计量器具管理方面存在不按时校准、测量程序管理失控、产品检验不按
照流程执行和内部审核安排不合理等问题,针对这些问题,在总结国内外企业
计量管理体系的运行情况及先进管理经验的前提下,分析了导致计量管理体系
出现问题的根本原因,针对这些原因,提出了计量管理体系的优化目标和优化
原则。通过对ED青岛公司计量管理体系组织架构和相关制度进行完善;对计量
人力资源管理进行优化,完善计量信息管理系统、改进计量相关设备的管理流
程、优化与外部供方的合作关系、改进公司的计量确认流程和测量过程的控制
措施、优化内审小组的审核方式。为了到达计量管理体系优化的效果,本文提
出了优化方案组织实施与保障措施。
通过本文对 ED青岛公司计量管理体系的优化研究,希望可以帮助 ED青岛
公司提高计量管理水平和计量检测能力,为公司管理层在做决策时提供可靠的
理论依据,也能够为国内生产制造企业在建立计量管理体系优化时提供参考依
据。

In recent years, China's enterprises have gradually toward the international market,
businesses to provide to the product, the stable quality of products has become a key to
enterprise development. At present, domestic enterprises have established their own
metrological management departments and created the relevant measurement
management systems, but in the implementation process, due to their own reasons,
resulting in the measurement management system management concept behind the
developed countries. Metering management system already can’t adapt to China's
enterprises manufacturing situation of the development and management requirements,
the main core problem is that the measurement management can’t meet the actual
production quality control requirements, domestic enterprises to enter the competitive
international market, the most important one is to strengthen the management of its
own measurement ability, in the face of such situation, how to optimize the
measurement of domestic company management system has become the most pressing
problem.
Based on this, this paper takes ED Company as the example to study the
optimization of the company's measurement management system. In view of the
problems faced by the measurement management system from the company's rules and
regulations process personnel management and other aspects. Starting from the
analysis of the status quo of ED Company's measurement management system, through
the investigation of ED Company's measurement management status, consulting the
company's measurement history maintenance records and related literature research,
etc.

metrology management system are put forward. By improving the organizational
structure and related systems of ED company's measurement management system;
optimizing the measurement human resource management, improving the
measurement information management system, improving the management process of
metering related equipment, optimizing the cooperation with external suppliers,
improve the company's measurement confirmation process and measurement process
control measures, optimizing the audit method of the internal audit team. Then, in
order to achieve the optimization effect of the measurement management system, this
paper puts forward the organization and implementation of the optimization scheme
and safeguard measures.
Through the optimization of ED company's measurement management system,
this paper hopes to help ED Company improve its measurement management level and
measurement testing ability, provide reliable theoretical basis for the company's
management when making decisions, and provide reference for domestic
manufacturing enterprises when establishing measurement management system
optimization.
