电力建设工程具有周期长、施工难、投入高、专业性强等特点,导致电力
建设工程在开展过程中会遇到许多难以把控的风险,同时,电力工程项目建设
不仅对国家的经济发展至关重要,也对同时社会稳定具有良好的效益。所以说,
提升电力建设项目的质量管理水平,完善电力项目的建设,从而确保电力项目
的优质,有着相当重要的实际意义。DDY公司作为一家能源建设领域享誉中外的
知名品牌企业,历经近七十年的发展历程,积累了丰富的电力工程施工与建设
经验,开拓完成了一批在国内外有一定知名度的项目工程。在新的时代背景下,
我国企事业单位的项目质量管理应该如何发展,具有代表性的曾取得业内认可
的DDY公司,其项目质量管理还存在着哪些不足与提升空间,如何更好的予以
改善、促使其良性发展,有必要予以理论层面与现实层面的双重关注,以期为
学界研究拓宽理论的适用范围、为行业内部提供新的思考和经验分享。
基于这样的时代背景、社会环境、DDY公司的典型特征,本研究选择DDY公
司的项目质量管理为研究对象,在对学界研究动态做梳理的基础上,收集DDY
公司质量管理的相关资料,了解DDY公司及其质量管理的现状与基本情况,以
DDY公司河南南阳项目为案例,运用全面质量管理中的重要方法PDCA循环来分
析DDY公司的项目质量管理,分为计划(P)、执行(D)、检查(C)、处理(A)
等四个阶段进行讨论,对DDY公司河南南阳项目的质量管理进行专业角度的理
解和探析。同时依据先行研究的成果,将电力工程建设项目质量管理评价体系
应用于本研究中,通过模糊层次分析法对DDY公司南阳项目进行了进一步质量
管理综合评分,评分结果显示南阳项目质量管理评价为“一般”。结合PDCA循
环和模糊层次分析法的综合打分,总结出目前DDY公司南阳项目在质量管理上
还存在意识薄弱、人员不足、机制待完善、监理不到位等问题。针对问题,针
对性地从强化认知、流程规范、质量把控等方面提出了优化建议。

Power construction project has the characteristics of long cycle, difficult
construction, high investment and strong professionalism, which leads to many risks
that are difficult to control in the process of power construction project. At the same
time, power engineering project construction is not only very important to national
economic development, but also has good benefits to social stability. Therefore, it is
of practical significance to strengthen the quality management of power construction
projects and ensure the smooth progress of power construction projects. As a
well-known brand enterprise in the field of energy construction at home and abroad,
ddy company has accumulated rich experience in power engineering construction and
construction after nearly 70 years of development, and has developed and completed a
number of well-known projects at home and abroad. Under the background of "China
is in the best development period since modern times, and the world is in a great
change that has not been seen in a century", how should the project quality
management of Chinese enterprises and institutions develop? What are the
deficiencies and room for improvement in the project quality management of the
representative ddy company that has been recognized in the industry, and how to
improve it To promote its sound development, it is necessary to pay dual attention to
the theoretical level and the practical level, in order to broaden the scope of
application of the theory for academic research and provide new thinking and
experience sharing for the industry.
Based on this background, social environment and typical characteristics of ddy
company, this study selects ddy company's project quality management as the
research object, pays attention to the professional analysis of ddy company's project
quality management, collects relevant data of ddy company's quality management on
the basis of academic dynamics, and understands the current situation and basic
situation of ddy company and its quality management, Taking Henan Nanyang project
of ddy company as an example, this paper analyzes the project quality management of
ddy company by using PDCA cycle, which is an important method in total quality

management. It is divided into four stages: Plan (P), implementation (d), inspection (c)
and treatment (a). At the same time, according to the results of the previous research,
the quality management evaluation system of power engineering construction project
is applied to this study, and the Nanyang project of ddy company is further scored by
fuzzy analytic hierarchy process. The scoring results show that the quality
management evaluation of Nanyang project is "general". Combined with the
comprehensive scoring of PDCA cycle and fuzzy analytic hierarchy process, it is
concluded that there are still some problems in the quality management of Nanyang
project of ddy company, such as weak awareness, insufficient personnel, imperfect
mechanism and inadequate supervision. Aiming at the problems, this paper puts
forward optimization suggestions from the aspects of strengthening cognition, process
standardization and quality control.
