随着中国现代烟草农业的蓬勃发展,传统烟叶生产成本高,烘烤质量低以及
烘烤设备的投入大成为制约发展的难题,烟叶专业化烘烤能够实现降本提质增
效,并成为实现传统生产到现代烟草农业过渡的有力措施。近年来,洛阳市烟草
公司着力推动专业化烘烤发展,其中伊川县局(分公司)在专业化烘烤推行过程
中成为先行试点,积累了丰富经验并取得了很好的成绩,但在专业化烘烤服务管
理过程中存在着共性和个性的问题。
论文首先通过文献查阅发现合作社提供专业化服务过程中存在的共性的管理
问题,通过访谈调查方法发现当前存在个性的管理问题,通过对合作社管理的专
业化队伍和烟农进行调查问卷,收集所需的研究数据。其次,通过对调查数据分
析整理出当前专业化烘烤服务推行中遇到的主要管理问题:一是队伍建设方面,
专业化服务队伍的年龄偏大、文化层次偏低,技能知识培训不到位,烟农烘烤师
聘用制度不完善,能人不能留;二是管理制度方面,合作社所提供的专业化服务
管理机制不健全,难以界定划分烘烤损失,不能建立长期有效的薪酬激励制度
等;三是烘烤机制方面,缺乏职业烟农,缺少数字化烘烤设备监控和工艺调整等
投入。最后,针对当前伊川富岭合作社存在的管理问题,采用委托代理理论、
“1-7-7S”过程管理及双赢理论等相关理论基础,结合自身工作经验提出了一系
列有针对性的解决对策,如强化专业化烘烤服务队伍建设,培育职业烟农以及建
立健全科学有效的烘烤损失鉴定机制等对策。

large become problem, specialization of tobacco baking can realize authors carry mass
transfer efficiency, become the focus of the construction of modern tobacco agriculture,
traditional production to modern tobacco agriculture is also a powerful measures. In
recent years, Luoyang Tobacco Company focuses on promoting the development of
professional baking, among which Yichuan County Bureau (branch) has become the
first pilot in the implementation of professional baking, accumulated practical
experience and achieved good results, but there are some problems to be solved in the
process of professional baking service management.
This Paper first of all, through the literature review found that cooperatives to
provide specialized services in the process of the problems of common management,
through the interview survey method found the current personality management
problems, through the specialization of cooperative management team and yannong
questionnaire, in view of the problem to collect collect the data needed. Secondly,
through the analysis of the obtained data, the main management problems encountered
in the implementation of the current professional baking service are sorted out: first, in
terms of team construction, the age structure of the team providing professional
services is too old, the cultural level is too low, the training of skills and knowledge is
not in place, the employment system of tobacco farmers baking division is not perfect,
and the talented person cannot be retained; Second, in terms of management system,
the professional service management mechanism provided by the cooperative is not
perfect, it is difficult to define the responsibility of baking loss, the income protection
degree of tobacco farmers is not enough, and the long-term effective salary incentive
system cannot be established;The third is the baking mechanism, lack of professional
tobacco farmers, the lack of digital baking equipment monitoring and process
adjustment and other inputs. Finally, in view of the current management problems in
Yichuan Fuling Cooperative, the principal-agent theory, "1-7-7s" process management
and win-win theory and other relevant theoretical basis are adopted. combined with
their own work experience put forward a series of real and effective solutions, such as
cultivating professional drawing, continually improve professional baking knowledge
