摘要
随着全球化节奏的不断加快，各国之间的沟通交流也日益密切，科学技术创新水平成
为各国竞争的重点，实现科学技术发展与国家发展战略相结合，是在激烈的国际竞争中，
国家综合实力的重要表现。市场经济蓬勃发展的过程中，信息网络技术扮演着日益重要的
角色，为企业发展创造了良好的社会环境，不仅调整优化了企业现有的经济结构，在为企
业长远发展奠定基础，也提升了企业信息化管理的水平，当然，信息化管理水平在为企业
创造更多发展机遇时，同样为企业带了一些威胁和挑战。
本文运用文献总结法、层次分析法以及案例分析法，通过实地的调查对A通信施工企
业信息化管理情况进行调查，在对A企业基本情况进行介绍基础上，结合当前A企业信息
化管理的现状，找到其信息化管理中存在的问题以及导致问题发生的原因，进而提出有效
的解决建议。从基础建设、网络安全、法律法规、市场秩序等多个方面，构建企业信息化
发展的良好社会环境，更深层次的对A通信施工企业信息化管理的风险评估，构建风险指
标体系，运用层次分析法对改企业进行信息化风险综合评价，实际证明了A通信施工企业
遇到的问题，综合指出该企业需要加强信息化基础设施建设，优化生产、销售和财务管理
等各个组织结构，加强资金的吸收和合理利用，加强企业员工科学技术能力的发展，合理
利用ERP系统、BRP系统来深入到企业内部管理中，重新构建企业信息化架构和格局，找
到企业技术存在的问题，进而提出有效的信息化管理方案和对策。
现阶段信息技术在我国众多企业中并未得到充分的应用，故而企业信息技术与企业自
身发展相融合时会存在一些不同，企业信息化管理与发展目标不一致，企业管理方式比较
落后，企业员工对互联网的接受和认同程度较为浅薄，通信施工企业的信息化管理需要更
加完善和升级。通过对A通信施工企业信息化管理与风险控制的调查研究，有利于丰富相
关课题研究理论，结合我国通信施工企业信息建设的普遍水平，提出与企业发展状况相吻
合的解决方式。

field investigation. Based on the introduction of the basic situation of a enterprise, combined
with the current situation of a enterprise's information construction, the problems existing in the
information construction and the causes of the problems are found, And then put forward
effective solutions. From the aspects of infrastructure construction, network security, laws and
regulations, market order and so on, this paper constructs a good social environment for the
development of enterprise informatization, makes a deeper risk assessment on the
informatization management of a communication construction enterprise, constructs a risk index
system, and makes a comprehensive evaluation on the informatization risk of the enterprise by
using the analytic hierarchy process, It is pointed out that the enterprise needs to strengthen the
construction of information infrastructure, optimize the organizational structure of production,
sales and financial management, strengthen the absorption and rational use of funds, strengthen
the development of scientific and technological ability of employees, make rational use of ERP
system and BRP system to go deep into the internal management of the enterprise, and rebuild
the enterprise information architecture and pattern, Find the problems of enterprise technology,

At the present stage, information technology has not been fully applied in many enterprises
