摘要
2020年以来,面对新冠肺炎疫情冲击,我国从财税、社保、金融等多方面
密集出台一系列帮扶中小微企业的政策措施,全国小微企业贷款余额 42.7万亿
元,其中普惠型小微企业贷款余额 15.3万亿元,同比增长 30.9%,较各项贷款
平均增速高 18.1个百分点。其中工行、农行、中行、建行、交通银行五家大型
银行的小微企业贷款余额,增幅更是接近 59%,远高于政府工作报告提出的增
加 40%要求。
本文针对民生银行C分行新冠疫情防控期间小微企业贷款产品进行研究,利
用文献研究、问卷调查、案例分析等方法,找出民生银行C分行当前小微企业贷
款存在的问题及原因。并从产品设计创新、产品覆盖面、抵押率、保证方式、综
合开发等五个层面提出应对策略。
通过本文研究,一方面希望对民生银行C分行当前小微企业贷款产品的设计
给出优化建议,另一方面也希望对同行业其他机构提供参考价值和借鉴。

Abstract
Small and micro businesses small and micro businesses have been small and micro
businesses in novel coronavirus pneumonia since 2020. In the face of the impact of the new crown
pneumonia, China has introduced a series of policies and measures to help small and medium
enterprises. The balance of loans for small and micro enterprises in China is 42 trillion and 700
billion yuan, of which 15 trillion and 300 billion yuan is the loan of Pratt & Whitney type
small and micro enterprises, up 30.9% from the same period last year, 18.1 percentage points
higher than the average growth rate of loans. Among them, the loan balance of small and micro
enterprises of ICBC, ABC, BOC, CCB and bocom increased by nearly 59%, far higher than the
40% increase required by the government work report.
The small and micro businesses loan products of COVID-19 branch during the COVID-19
prevention and control period of Minsheng Bank C branch were studied in this paper. The
problems and reasons of the current small and micro businesses loans of Minsheng Bank branch
were found by means of literature research, questionnaire survey and case analysis. And from the
five aspects of product design innovation, product coverage, mortgage rate, guarantee mode and
comprehensive development, this paper puts forward countermeasures.
Through this study, on the one hand, I hope to give optimization suggestions for the current
design of small and micro enterprise loan products of Minsheng Bank C branch, on the other hand,
I hope to provide reference value and reference for other institutions in the same industry.
