摘要
高速公路发展水平是国家综合国力重要体现，关系到经济社会生活多个方面，
2021年有统计数据表明：我国高速公路以占全国公路 3.07%的里程承担了全国公路营
业性货运 35.8%的周转量。中国高速公路建设成果斐然，现通车里程数已居世界首位，
交通运输部《公路“十四五”发展规划》明确十四五期间将新改建高速公路 2.5万公
里。高速公路路网的扩充和随之激增的收费站点，给高速公路收费运营企业带来了历
史性机遇，但同时中国高速公路行业长期以来存在的重建轻管现象，制约了这些企业
运营效率的提升。一方面，目前少有针对高速公路收费运营企业运营管理的研究，而
我国高速公路收费运营企业正面临从未有过的机遇与挑战，快速发展与理论滞后形成
了尖锐冲突；另一方面，在高速公路智慧化、信息化快速发展的当下，我国高速公路
收费运营企业受制于国企病严重、行政化管理色彩浓郁等历史沉疴，阻碍了其健康存
续与快速发展，亟需相关理论研究来指导应对挑战。企业流程再造理论指针对环境和
需求的变化，从根本上重新思考流程，彻底重新设计流程，以实现绩效大幅度提升，
帮助企业最大限度适应现代企业经营环境要求。以此理论为基础对高速公路收费运营
企业流程再造进行研究，不啻为一剂指导企业健康发展的良药，具有重要意义。
本文分析整理企业流程再造理论、对国内外高速公路运营情况进行了梳理，重点
以 GS集团高速公路收费运营企业为研究案例，深入探讨了收费运营中的问题。以企
业流程再造理论为基础，首先分析论证了高速公路收费运营企业流程再造的可行性，
在此基础上提出了进行企业流程再造的愿景规划和基本原则，进而进行了相关设计，
最后为确保企业流程再造能够真正落地收到实效，又对企业流程再造支撑体系建设进
行了论述，最终提出了一整套完整的企业流程再造方案。
本文提出的企业流程再造方案为 GS集团高速公路收费运营板块进行企业流程再
造提供了参考，为其适应业务规则及行业环境的新变化提供了发展思路和助力，同时
也为行业中其他正在进行或者准备着手企业流程再造的企业提供了相应参考和指导。

ABSTRACT
The development level of expressways is an important reflection of the country's
comprehensive national strength, and its construction and operation are related to many
aspects of economic and social life. In 2020, statistical data show that China's expressways
take up 3.09% of the mileage of the country's highways and bear 35.8% of the turnover of
the country's commercial highway freight. China has made remarkable achievements in the
construction of expressways, with the mileage of expressways now ranking first in the world.
According to the Development Plan for Expressways in the 14th Five-Year Plan issued by
the Ministry of Transport, 25,000 kilometers of expressways will be rebuilt during the 14th
five-year Plan. The expansion of the expressway network and the surge of toll stations have
brought historic opportunities to the expressway toll charging enterprises, but at the same
time, the long-term reconstruction of China's expressway industry has restricted the
improvement of the operation efficiency of these enterprises. On the one hand, there are few
researches on the operation management of expressway toll collection enterprises, and the
expressway toll collection enterprises in China are facing unprecedented opportunities and
challenges, and the rapid development and theoretical lag form sharp conflicts. On the other
hand, with the rapid development of expressway wisdom and informatization, China's
expressway toll operation enterprises are subject to the historical ills such as serious state-
owned enterprise disease and strong administrative management color, which hinder their
healthy survival and rapid development. Therefore, relevant theoretical research is urgently
needed to guide the response to challenges. The theory of enterprise process reengineering
refers to the change of environment and demand, and fundamentally rethink the process and
completely redesign the process, so as to achieve a significant improvement of enterprise
performance and help enterprises to adapt to the requirements of modern enterprise
operating environment to the maximum extent. Based on this theory, it is of great
significance to study the process reengineering of expressway toll operation enterprises,
which is not only a good medicine to guide the healthy development of enterprises.
