-I- 摘要 随着国家经济发展的新趋势，安全监督管理部门也对企业的安全管理工作提出 了更加严格的要求，尤其是“8.16”黎巴嫩贝鲁特港爆炸事故，给港口企业敲响了警 钟。作为中国重要的能源运输港，保障企业安全平稳经营是秦皇岛港ZH港务公司当 前的首要任务，因此如何对安全管理工作进行改进有很大的现实意义。本文以ZH公 司为对象，通过吸取职业安全健康管理体系与安全生产标准化各自的特点，利用先 进的安全科技技术，设计一套符合ZH公司现实要求的安全管理方案。 本文首先提出了选题的背景和研究意义，对安全管理的理论进行了整理，介绍 了研究的方法和内容，通过文献查阅法分析了国内外的发展和研究成果并进行了归 纳，为后面的研究奠定了基础。 其次，利用调查法对ZH公司安全生产管理现状及存在问题和原因进行了系统的 分析，结合PDCA理论和企业现状指出了融合安全管理标准化体系和职业安全健康 管理体系，建立新的安全管理模式的必要性和可行性。 再次，以两大安全体系的二级要素分布为基础进行比较归纳，对ZH公司安全管 理改进方案的目标、优化机制、管理要素、框架重组等方面进行了设计。对整合的 方法和步骤进行了说明，为ZH公司改进方案的具体实施提供了便利。 最后，作者从提高ZH公司领导重视程度、安全生产投入、安全宣传、安全新技 术的应用和安全管理信息系统的优化提出方案顺利实施的保障措施，从而形成了一 套完整的安全管理改进实用方案。 关键词：秦皇岛港；安全管理；体系；改进 燕山大学工商管理硕士学位论文 -II- Abstract With the new trend of national economic development, the safety supervision and administration departments put forward stricter requirements on the safety management of enterprises. In particular, the "8.16" Lebanon explosion sounded the alarm for port enterprises for better safety production procedures. Located on an important energy transportation port in China, it is the primary task of Qin Huangdao ZH Port Management Company to ensure safety and smooth operation. Therefore, it is of great practical significance to improve the safety management. In this paper, taking ZH company as the research subject, a set of safety management scheme is designed to meet the practical requirement of ZH company through absorbing the characteristics of occupational safety and health management system and safety production standardization, as well as using advanced safety technology. This paper firstly puts forward the background and research significance of the topic, the theory of safety management, and the research methodology. It also analyzes and summarizes the development and research results at home and abroad in literature review, laying a foundation for the following research. Second, we use surveys to systematically analyze the current situation of the production safety of ZH company. Based on the PDCA theory and the current situation of the company, we pinpoint the necessity and feasibility of establishing a system which integrates a safety management standardization system and an occupational safety health management system. Third, based on the distribution of the secondary elements of the two safety systems, this paper designs the objectives, the optimization mechanism, the management elements, and the framework reorganization of the safety management improvement scheme of ZH company. The method and steps of integration are explained to provide convenience for the specific implementation of the improvement plan of ZH company.
