I 摘要 在医疗体制改革的新时代背景下,公立医院面临着新的机遇与挑战。随着医 改的逐步推进,及各项政策的出台,公立医院运营的重心逐步从“利润中心”转 为“成本中心”,精细化管理的要求越来越越强烈。提升管理质量、提高工作效率、 降低运营成本成为了影响医院发展的重要因素。医疗设备采购作为医院运营的重 要环节,事关诊疗水平和医疗质量的提升,同时也影响着医院的运营成本,医疗 设备的配置和利用情况也影响着医院的核心竞争力。因此,Y 医院力求探索出一 种高效、灵活、适宜的采购流程,以满足医院医疗业务发展及提高管理质量的需 求。 本文基于项目管理及流程重组(BPR)相关理论,结合质量管理相关分析工 具,对 Y 医院医疗设备采购现有流程进行分析和诊断,围绕提高采购工作效率、 降低采购成本两大问题,探索出适合 Y 医院实际情况的流程优化方案,以此加强 Y 医院竞争力。 论文首先对项目管理、采购管理以及业务流程重组的基本理论及国内外研 究现状进行了论述,为 Y 医院医疗设备采购流程优化提供理论依据。其次,对 Y 医院的医疗设备采购现状进行了分析,主要涉及四个方面:组织结构现状、采购 项目立项审批阶段现状、采购项目执行阶段现状、采购项目交付阶段现状,并针 对现状运用管理工具(甘特图、鱼骨图等)进行分析,找出现有流程中存在的两 大问题:采购时间消耗长、采购资金节约率低。最后,运用流程重组理论(BPR) 和流程优化程度评价,确定了 Y 医院医疗设备采购业务重组的目标和原则,并对 采购流程进行了合理的优化和调整。最后结合信息化管理系统(HRP 系统),建立了 适合 Y 医院的医疗设备采购模式,并对新流程的实施效果进行了反馈。 关键词:医疗设备 采购管理 项目管理 采购流程 流程优化ABSTRACT II ABSTRACT In the new era of medical system reform, public hospitals are facing new opportunities and challenges. With the gradual progress of medical reform and the introduction of various policies, the focus of the operation of public hospitals has gradually shifted from "profit center" to "cost center", and the demand of refined management are getting stronger in public hospitals . Improving management quality and work efficiency, and reducing operating costs has become important factors affecting the development of hospitals. As an important part of hospital operation, medical equipment purchase is related to the improvement of diagnosis and treatment level and medical quality, as well as the operation cost of the hospital. Therefore, Y Hospital strives to explore an efficient, flexible and appropriate procurement process to meet the needs of hospital medical business development and improve management quality. Based on the theory of project management and business process reengineering (BPR), combining with the analysis tools of quality management, this paper analyzes and diagnoses the existing process of medical equipment purchase in Y hospital.Focusing on the two major problems of improving the efficiency and reducing procurement cost , this paper explores a process optimization scheme suitable for the actual situation of y hospital, so as to strengthen the competitiveness of Y hospital. Firstly, the basic theory of project management, procurement management and business process reengineering and the current research status at home and abroad are discussed in this paper, which provides theoretical basis for the optimization of medical equipment procurement process in Y hospital. Secondly, it analyzes the status quo of medical equipment procurement in Y hospital,which mainly involves four aspects: the status quo of organizational structure, the status quo of procurement project approval phase, the status quo of procurement project implementation phase, and the status quo of procurement project delivery phase. And for the current situation using management tools (Gantt chart, fishbone chart, etc.) to analyse,find out the two major problems in the existing process: long procurement time consumption, low saving rate of procurement funds. Finally, by using the theory of process reengineering(BPR) and evaluation of process optimization degree, the objectives and principle of business processABSTRACT III reengineering of medical equipment procurement in Y hospital are determined, and the procurement process was optimized and adjusted reasonably. Finally, combined with the information management system(HRP), the medical equipment procurement mode suitable for Y hospital was established, and the implementation effect of the new process was fed back.
