民为国基,谷为民命。粮食事关国运民生,粮食安全是国家安全的重要基础。YL 粮食集团公司是河南省的大型国有粮食企业,主要从事粮食仓储、粮食购销和粮油深加 工等业务,承担着河南省地方储备粮存储、优质粮油供应、食品安全服务的任务,是河 南省粮食收购、市场供给、稳定粮价和确保国家粮食安全的主要力量。经过几年的快速 发展,集团公司出现了政策性补贴收入降低、产品结构单一、同质化竞争等问题,企业 发展面临严峻的挑战。如何制定适应新形势发展的企业发展战略,发挥优势,补齐短板 是YL粮食集团公司亟待解决的重要问题。 本文以“YL粮食集团公司发展战略研究”为题展开研究,首先在文献研究的基础 上对国内外在战略管理理论、粮食产业及其发展战略相关领域的研究成果进行梳理;其 次运用战略管理分析工具PEST分析和五力模型,对YL粮食集团公司的经营环境进行 分析;再次,运用SWOT分析法剖析公司的优势、劣势、机会和威胁,提出YL粮食集 团公司粮食产业发展战略、实施途径;然后,对YL粮食集团公司发展战略实施的保障 系统和战略控制进行探讨;最后,对研究进行总结和展望。 研究结果表明,YL粮食集团公司在粮食仓储资产,粮油贸易经营方面具有明显的 优势,但存在同质化竞争,加工能力较弱的劣势。国家发展粮食核心区的战略,公司所 处的区位优势为公司发展粮食产业经济提供了良好的机遇,但外资粮食企业进入中国市 场、国内其它粮食购销经营企业的竞争也给公司带来了极大的威胁。为YL粮食集团公 司的可持续发展,集团实施聚焦粮食主业,规模化发展,内涵式增长,集约化发展,外 延式扩张,推动产业经营与资本运作双轮驱动、一二三产业融合发展,打造现代农业、 仓储物流、粮油深加工和金融四大业务板块,成为农业模式创新者、好粮油产品供应者, 把YL粮食集团公司建设成中国粮食行业领先的综合性粮食集团公司。 关键词:粮食企业;发展战略;多元化;战略实施 II Abstract Peoplearethefoundationofthenation,andthegrainisthesoulofthepeople.Food matterstothepeople'slivelihood,andfoodsecurityisanimportantbasisofnationalsecurity. YLGrainGroupCo.,Ltd.isalargestate-ownedgrainenterpriseinHenanProvince.,mainly engagedingrainstorage,grainpurchaseandsales,anddeepprocessingofgrainandoiland manyotherbusiness,takingplacesinHenanprovincegrainstorage,andqualityservicesto thesupplyofgrainandoil,andfoodsafetytask,it’sthemainforceforsupplyingmarket, purchasinggrain,stabilizingfoodpricesandensuringnationalfoodsecurity.Afterseveral yearsofrapiddevelopment,theGrouphasencounteredproblemssuchasreducedincome frompolicysubsidy,singleproductstructure,andhomogeneouscompetition.Thedevelopment oftheenterpriseisfacingseverechallenges.Howtoformulateanenterprisedevelopment strategythatadaptstothedevelopmentofthenewsituation,giveplaytoadvantages,and makeupfortheshortcomingsisanimportantissuethatYLGrainGroupCorporationneedsto solveurgently. Thisarticlestartswiththestudyof"YLGrainGroupCorporationDevelopmentStrategy Research".First,onthebasisofliteratureresearch,thedomesticandforeignresearch achievementinstrategicmanagementtheory,grainindustryanditsrelatedfieldsof developmentstrategyaresortedout.Second,thestrategicmanagementanalysisisused.Using thePESTanalysisandthefive-forcemodelanalyzesthebusinessenvironmentofYLGrain GroupCorporation;third,SWOTanalysisisusedtoanalyzethecompany'sstrengths, weaknesses,opportunitiesandthreats,andtoputforwardtheYLGrainGroup'sdevelopment strategyforthegrainindustryandimplementationapproach.Then,thepaperdiscussesthe guaranteesystemandstrategiccontroloftheimplementationofthedevelopmentstrategyof theGrainGroupCorporation.Finally,theresearchissummarizedandprospected. TheresearchresultsshowthatYLGrainGroupCorporationhasobviousadvantagesin grainstorageassetsandgrainandoiltradeandoperations,butithasthedisadvantagesof homogeneouscompetitionandweakprocessingcapacity.Thenationalstrategyofdeveloping thegraincoreareaandthegeographicaladvantageofthecompanyprovideagood opportunityforthecompanytodevelopthegrainindustryeconomy,butthecompetitionof III foreign-fundedgrainenterprisesenteringtheChinesemarketandotherdomesticgrain purchasingandsellingenterprisesalsobringsagreatthreattothecompany.Forthe sustainabledevelopmentofYLGrainGroupCorporation,theGroupimplementationofthe focusonthemaingrainindustry,large-scaledevelopment,connotativegrowth,intensive development,andextensionalexpansion,promotingthedual-wheeldriveofindustrial operationsandcapitaloperations,andtheintegrationanddevelopmentofone,two,andthree industries.Createfourmajorbusinesssectorsofmodernagriculture,warehousingand logistics,deepprocessingofgrainandoilseeds,andfinancialinnovations.Aimtobecomean innovatorofagriculturalmodelandsupplierofgoodgrainandoilproducts.TrytoBuildYL GrainGroupCorporationintoaleadingcomprehensivegraingroupcompanyinChina'sgrain industry.
