随着中国高速公路投资建设的大幅提升,高速公路工程建设全国遍地开花。 项目建设管理机构肩负着协调设计院、施工单位、监理单位、沿线属地政府, 处理前期审批、筹融资、征地拆迁、工程施工管理等工作。其管理绩效的高低 直接影响高速公路项目建设速度、质量、安全和社会效益。目前,关于绩效评 价的研究主要集中在企业管理和项目绩效,而对高速公路建设项目管理机构的 管理绩效评价进行系统性研究比较缺乏。 JT集团关于高速公路项目建设管理机构的现有绩效评价采用专家打分的形 式。然而,由于考核指标并非完全量化指标,由此导致打分的主观性较强,且 不同专家对指标完成程度的衡量标准不一。另外,指标之间的重要性缺乏深入 分析,无法同时合理地评价指标完成程度和总体完成程度。 本文对高速公路项目建设管理机构的管理绩效评价进行了研究,归纳总结 国内外绩效研究的现状,结合高速公路项目建设管理的内容、特点,通过访谈 和自身工作经验,优化了JT集团关于高速公路项目建设管理机构绩效评价指标 体系,通过AHP-模糊综合评价法进行高速公路建设管理绩效评价。最后将优 化的评价体系用于A项目指挥部2019年的管理成果,对研究结论进行实证分 析。同时根据PDCA循环理论反馈评价结果,对A项目指挥部提出改进建议, 主要包括:一是投资目标的设定要更加合理;二是要加强内业资料档案管理, 确保档案的完整性和及时性;三是现场施工桥梁连续装置、挡墙、混凝土、模 板工程等质量通病管理要进一步强化;四是增加安全隐患排查次数;五是落实 指挥部内部人员考核激励措施,建立能者上、多劳多得的薪酬激励机制。 关键词:绩效评价;高速公路;项目管理机构;AHP-模糊综合评价法 浙江理工大学硕士专业学位论文 III Abstract With the rapid increase of highway investment and construction in China, highway engineering construction is blooming all over the country. The project construction management organization is responsible for coordinating the Design Institute, the construction unit, the supervision unit and the local government along the line, handling the preliminary approval, financing, land acquisition and demolition, engineering construction, etc. Its management performance directly affects the speed, quality, safety and social benefits of expressway project construction. At present, the research on performance evaluation mainly focuses on enterprise management and project performance, and systematic research on management performance evaluation of highway construction project management institutions has not been systematically studied. The existing performance evaluation of JT group on expressway project construction management organization adopts the form of expert scoring. However, the evaluation index is not a quantitative index, which leads to the strong subjectivity of scoring, and different experts have different standards to measure the degree of index completion. In addition, the importance of indicators lacks in-depth analysis, which makes it impossible to reasonably evaluate the index completion degree and overall completion degree at the same time. This paper studies the management performance evaluation of highway project construction management institutions, summarizes the status quo of performance research at home and abroad, optimizes JT group performance evaluation index system of high-speed highway project construction management institutions through interviews and their own work experience, and carries out high-speed public road project construction management institutions by AHP fuzzy comprehensive evaluation method The evaluation of the performance of expressway construction management.
