II 论文题目:沣东市政公司施工子公司施工人员绩效考核研究 专业:工商管理 硕士生:郑霖(签名) 导师:范琦(签名) 摘要 目前我国不少国有企业背景的市政施工企业仍沿用传统人事管理的理念,人力资源 管理思维落后,具体表现在人员激励缺失、薪酬不合理等,这类现象制约了市政施工企 业的持续发展。沣东市政施工子公司的人员结构以施工人员为主,目前面向施工人员绩 效考核中引入了完整的考核体系,但在具体施工人员绩效考核工作中,仍然存在考核内 容空洞、考核过程形式化的现象,并未充分发挥出绩效考核的价值所在。 本文研究对象为西安沣东市政施工子公司施工人员的绩效考核。本文研究主要内容 如下:对沣东市政施工子公司施工人员绩效考核现状调查研究,找出沣东市政施工子公 司施工人员绩效考核存在的问题及其原因分析。介绍沣东市政施工子公司的概况和组织 机构,阐述沣东市政施工子公司施工人员绩效考核基本情况,分析沣东市政施工子公司 施工人员绩效考核中存在的问题,主要为:考核指标不明确、考核主体周期不合理、考 核过程形式化、考核结果运用不足等。结合公司的实际情况,构建沣东市政施工子公司 施工人员绩效考核指标体系,考核指标体系基础工作为:明确施工人员岗位职责、考核 指标设计方法选择;考核指标体系的具体构建内容为:考核指标体系具体指标、考核指 标体系各指标权重、评价标准的确定。接下来开始设计沣东市政施工子公司施工人员绩 效考核方案及实施计划,施工人员整体绩效考核方案,具体为:考核目标与原则、考核 主体、考核周期、考核流程、考核结果运用;施工人员整体绩效考核方案实施,具体为: 考核组织机构建立、绩效考核执行过程。最后提出沣东市政施工子公司施工人员绩效考 核实施的保障措施,具体为:营造积极正向的企业文化、重视施工人员绩效考核工作、 建立绩效考核监督反馈机制、完善人力资源信息管理系统。 本文充分调研沣东市政施工子公司施工人员绩考核情况,根据绩效考核理论,结合 沣东市政施工子公司的现状,对该公司施工人员绩效考核指标体系及执行方案进行再设 计,既运用了科学先进的绩效考核体系理论,又充分权衡了沣东市政施工子公司施工人 员绩效考核执行的可操作性,使优化方案能得以发挥实际作用。本文研究不仅解决西安 沣东市政施工子公司施工人员绩效考核的问题,还为同行企业施工人员绩效考核提供有 一定的借鉴价值。 关键词:施工企业;市政施工;施工人员;绩效考核 英文摘要 III Subject:ResearchonPerformanceAppraisalofConstructionPersonnelinFengdong MunicipalConstructionSubsidiary Speciality:BusinessAdministration Name:ZhengLing(signature) Instructor:FanQi(signature) ABSTRACT Atpresent,manymunicipalconstructionenterpriseswiththebackgroundofstate-owned enterprisesinChinastillusetheconceptoftraditionalpersonnelmanagement,andthe thinkingofhumanresourcesmanagementisbackward,whichismanifestedinthelackof personnelincentiveandunreasonablesalary,etc.,whichrestrictsthesustainabledevelopment ofmunicipalconstructionenterprises.Beingeastmunicipalconstructionpersonnelstructureof thesubsidiaryisgivenprioritytowithconstructionpersonnel,atpresentforconstruction personnelperformanceappraisalintheintroductionofacompleteevaluationsystem,butin theconcreteconstructionpersonnelperformanceappraisalwork,thereisstillahollow examinationcontent,examinationprocessformalizedphenomenon,doesnotgivefullplayto theperformanceevaluationofvalue.
