在当前的宏观形势下,经济增速放缓、利率市场化不断推进,民营小微企业 的健康可持续发展需要金融的支持。银监会在 2014 年对小微企业金融服务工作提 出了 12 项指导意见,2020 年,人民银行等七部委印发《关于进一步强化中小微企 业金融服务的指导意见》。频繁出台的各项政策和文件,充分强调了小微企业的 重要地位。但民营小微企业始终无法拥有与其作用相匹配的金融资源,长期以来, 只有经营情况良好的大中型企业或者国有企业才成为各家银行追逐的对象。因此, 在中国经济发展步入新常态下,研究和探讨政策性银行如何进一步发挥政策性金 融的主导和示范作用,积极提升民营小微企业金融服务、促进经济转型升级和经 济结构调整具有重要意义。 本文以企业生命周期理论、信息不对称理论、客户细分理论、全面风险管理 理论、业务流程重组理论等为指导依据,从界定民营小微企业内涵与特征入手, 概述民营小微企业融资需求及特点,以实际案例的方式深入分析 AB 银行信贷全流 程中贷前调查不充分问题、信贷产品和制度缺陷问题、贷款审查审批问题、贷后 管理不足等问题。从中总结归纳出信贷全流程各个环节问题原因,优化 AB 银行服 务民营小微企业信贷全流程管理,进一步提升民营小微企业的获得感,AB 银行小 微企业信贷业务全流程优化主要可以从人员培养与激励、创新产品设置、改进办 贷效率、强化资金支付、提升贷后管理等方面进行优化,以提升效率,强化服务 质效。 关键词:政策性银行;民营小微企业;信贷流程2 Abstract Under the current macro situation, with the economic growth slowing down and interest rate liberalization advancing continuously, the healthy and sustainable development of private small and micro enterprises needs financial support. In 2014, CBRC put forward 12 national guidelines on financial services for small and micro businesses in 2014. In 2020, seven ministries and commissions, including the People's Bank of China, issued the Guidance on Further Strengthening Financial Services for Small, Medium and Micro Businesses. The frequent introduction of various policies and documents has fully emphasized the importance of small and micro enterprises in the development of national economy. However, private small and micro enterprises are always unable to have the financial resources to match their functions. For a long time, only large and medium-sized enterprises or state-owned enterprises with good operating conditions have become the targets of Banks. Therefore, under the new normal of China's economic development, it is of far-reaching significance to study and discuss how policy Banks can further play the leading and exemplary role of policy-based finance, continuously improve the financial services of private small and micro enterprises, and actively promote the adjustment, transformation and upgrading of economic structure. Based on the enterprise life cycle theory, information asymmetry theory, customer segmentation theory, comprehensive risk management theory, business process Reengineering theory as the instruction, from defining the connotation and characteristics of private small micro enterprises, this paper Outlines the development of private small micro enterprise financing demand and characteristics of in-depth analysis in the form of actual case AB before the bank credit in the whole flow of credit into the problem of inadequate, credit products and system defects, loan review for examination and approval and the shortage of post-loan management problems.
