海创集团科技产业园区发展战略研究 目前，我国已进入了经济发展得新常态，经济发展的动力从要素驱动、投 资驱动转向创新驱动，新一代信息技术 、生物医药、人工智能等新兴产业成为 一线城市未来发展的重要动力 ，科技产业园作为其重要载体发挥着孵化、提速、 推动区域产业转型升级的作用。广州市海珠区为打造创新 岛、推动建设现代化 中心城区，决定通过整合旗下国有资产，做大做强海珠科技产业园区规模，控 制引导园区产业业态转型升级，于 2017 年末将数家国有企业组建成海创集团 。 然而海创集团在组建一年多来集团业绩并不理想，经调研发现，集团内各园区 缺乏联动，部分资产物业运营效率不高，集团相关制度仍有待完善。 本文以海创集团为研究对象 ，运用企业战略管理相关理论和研究工具，就 海创集团整合后发展中所面对的问题进行分析研究。首先是借鉴国内外优秀科 技产业园发展经验和相关学者对科技产业园发展的研 究结果，了解科技产业园 的发展规律和研究手法。接着对海创集团所在的区域经济发展现状和科技产业 园发展现状进行分析，得出不同发展阶段下科技企业对产业载体的需求的 变化 以及海创集团所在区域科技产业园存在较大的发展潜力，然后通过分析海创集 团旗下各个产业园的基本状态，分析归纳出海创集团科技产业园区发展存在园 区协同不足、园 区服务零散、企业知名度不高等问题。再将企业战略理论与产 业园区理论以及科技创新理论相结合，利用 PEST、波特五力模型、SWOT 等 分析方法对海创的内外环境进行深入分 析，得出海创集团科技产业园的战略发 展组合和成为“六位一体”的高层级园区的总体战略目标。并提出分三个阶段， 分别通过采取 WT 战略、ST 战略和 SO 战略逐步实现各阶 段战略目标。 最后，根据各阶段的战略目标文章从园区服务、成本管理、产业方向、园 区扩张等方面制定具体策略，并从组织机构、融资能力、信息技术、政府支持 等方面制定 出保障战略目标成功的保障措施。IV 本文通过上述研究，为海创集团科技产业园设计战略发展方案，并提出支 持战略的保障措施，同时也为希望能为其他园区运营在作出商业决 策时候提供 参考。 关键词： 科技产业园，发展战略，SWOT 分析，战略管理V Abstract Research on the Development Strategy of hitech Industrial Park of Haichuang At present, China has entered a new normal of economic development. Economic development has changed from factor driven and investment driven to innovation driven. New generation of information technology, biomedicine, artificial intelligence and other emerging industries have become an important driving force for the future development of first tier cities. As an important carrier, science and technology Industrial Park plays an important role in incubation, speeding up and promoting the transformation and upgrading of regional industries. In order to create an innovation island and promote the construction of a modern central urban area, Haizhu District of Guangzhou decided to integrate its state-owned assets, enlarge and strengthen the scale of Haizhu science and Technology Industrial Park, control and guide the transformation and upgrading of industrial formats in the park, and establish several state-owned enterprises into Haichuang group by the end of 2017. However, the performance of Haichuang group has not been ideal since it was established for more than one year. After investigation, it is found that there is a lack of linkage among various parks in the group, and the operation efficiency of some assets and properties is not high, and the relevant system of the group still needs to be improved. This paper takes Haichuang group as the research object, analyzes and studies the problems in the development of Haichuang group after integration by using the relevant theories and tools of enterprise strategic management. First of all, learn from the development experience of excellent science and technology industrialVI parks at home and abroad and the research results of relevant scholars on the development of science and technology industrial parks to understand the development law and research methods of science and technology industrial parks. Then, it analyzes the current situation of the regional economic development and the development status of the science and Technology Industrial Park in which Haichuang group is located. It concludes that the demand of science and technology enterprises for industrial carriers in different development stages and the regional science and Technology Industrial Park of Haichuang group has great development potential. Then, through the analysis of the basic status of each industrial park of Haichuang group, it analyzes and summarizes the science and technology of Haichuang group There are some problems in the development of industrial parks, such as the lack of coordination, the scattered services and the lack of enterprise visibility. Combined with the theory of enterprise strategy, the theory of Industrial Park and the theory of scientific and technological innovation, this paper analyzes the internal and external environment of hi tech Industrial Park by pest, Porter's five forces model and SWOT, and concludes the strategic development combination of hi tech Industrial Park of Haichuang group and the overall strategic goal of becoming a "six in one" high-level park. It is proposed that the strategic objectives of each stage can be achieved gradually by adopting wt strategy, St strategy and so strategy. Finally, according to the strategic objectives of each stage, the paper formulates specific strategies from the aspects of park service, cost management, industrial direction and park expansion, and formulates safeguard measures to ensure the success of strategic objectives from the aspects of organization, financing capacity, information technology, government support, etc. Through the above research, this paper designs the strategic development plan for the hi tech Industrial Park of Haichuang group, and puts forward the safeguard measures to support the strategy.
