“三农”工作能否做好关系着我国整体经济和社会的发展。农村商业银行(简称农商 行)作为农村金融工作主力军,在支持“三农”工作方面一直扮 演者十分重要的角色。当 前农村战略给农商行带来了前所未有的机遇和挑战。机遇在于农村经济结构调整和资源配 置的过程中,土地、资金、劳动力等生产要素的重新组合催生 了巨大的金融新需求。挑战 则是缘于农村经济发展的日新月异带来的服务理念、管理思路的革新鼎故,迫使农商行要 彻底改变旧思维、老路子,破除“路径依赖”,敢于“破旧 立新”,真正将“支农”这篇大 文章做精、做优。 本文以江都农村商业银行(以下简称江都农商行)为例,主要研宄其在开展商务转型 前后所提供的涉农信贷产品与服务情况, 并以目前正在开展的“整村授信”为例,进行实 证分析。同时,对江都区涉农信贷需求与效率进行分析,调研了江都区某乡镇585户农户, 以及部分农业龙头企业、家庭农场 以及农民专业合作社等涉农企业和各类涉农组织,并建 立了协整检验模型,探宄了涉农信贷投入对农村经济发展的促进作用。结合上述分析,指 出了江都农商行当前涉农信贷产 品与服务存在的问题,主要有涉农信贷产品创新能力不 足、涉农信贷流程不够规范、贷款获得率仍不高、部分客户经理仍存在惜贷心理等,并进 而分析了产生这些问题的原因。 最后,尝试提出进一步优化涉农信贷产品与服务的对策和 建议。从外部政策出发,需要从解决贷款担保难、引导企业转型发展、银政合作处置不良 资产、推进信用体系建设等方 面给予农商行大力支持。从江都农商行自身建设出发,主要 有六点措施:一是加大涉农信贷投放力度,加快产品创新步伐,如针对农村种养殖大户、 家庭农场主、专业合作社等 推出“种植贷”;二是从完善服务渠道、推进分层服务、强化 “一站”服务入手,切实提升服务质效;三是进一步丰富“整村授信” 内涵,全力打造农 户批发授信和手机自助贷 的小额信贷品牌;四是强化供需双方的沟通交流,及时了解农业 主体资金需求情况;五是加强队伍建设,锻造一支专业、敬业的客户经理队伍来满足农村 市场的金融服务需求; 六是协同推进农村信用体系建设。 关键词:农商行商务转型涉农信贷产品与服务 Ill Abstract Whethertheworkof"agriculture,r uralareasandfarmers"canbewellrelatedtotheoverall economicandsocialdevelopmentof ourcountry.Ruralcommercialbanks(abbreviatedas agriculturalcommercialbanks)asthe mainforceofruralfinancialwork,havebeenplayinga veryimportantroleinsupportingthe "threerurar'work.Thecurrentruralstrategyhasbrought unprecedentedopportunitiesan dchallengestoruralcommercialbanks.Opportunitieslieinthe processofruraleconomicr estructuringandresourceallocation,therearrangementofland, capital,laborandother factorsofproductionhasgivenrisetohugenewfinancialneeds.The challengeisduetothei nnovationofserviceconceptandmanagementthoughtbroughtaboutby therapiddevelopment ofruraleconomy,forcingtheagriculturalandcommercialbanksto completelychangetheol dthinkingandoldway,breakthe"pathdependence'*,dareto"breakthe oldandestablishthe newM,andreallydoagoodjobof’’supportingagriculture". TakingJiangduRuralCommercia lBank(JiangduAgriculturalCommercialBank)asan example,thispapermainlystudiesthea griculturalcreditproductsandservicesprovidedby JiangduRuralCommercialBankbefore andafterthebusinesstransformation,andmakesan empiricalanalysiswiththecurrent"wh olevillagecredit1*asanexample.Then,thepaper analyzesthedemandandefficiencyofagr iculturalcreditinJiangduDistrict,investigates585 ruralhouseholds,someleadingagr iculturalenterprises,familyfarmsandfarmers’professional cooperatives,andestabli shesaco-integrationtestmodeltoexploretheimpactofagricultural creditinputonrural economicdevelopment.Thepromotioneffect.Basedontheaboveanalysis, thispaperpoints outtheproblemsexistingintheagriculturalcreditproductsandservicesof JiangduAgric ulturalCommercialBank,suchasthelackofinnovativeabilityofagricultural creditprod ucts,thelackofstandardizedagriculturalcreditprocesses,thelowrateofloan acquisit ion,andthereluctanceofsomecustomermanagerstolend,andthenanalyzesthereasons fort heseproblems.Finally,ittriestoputforwardsomecountermeasuresandsuggestionsfor fu rtheroptimizingagriculturalcreditproductsandservices.Startingfromtheexternalpo licy,it isnecessarytogivetheAgriculturalandCommercialBanksstrongsupportinresolv ingthe difficultyofloanguarantee,guidingthetransformationanddevelopmentofenterp rises,dealing withnon-performingassetsthroughcooperationbetweenbanksandgovernme nts,andpromoting IV theconstructionofcreditsystem.Startingfromtheself-construct ionofJiangduAgricultural andCommercialBank,therearesixmainmeasures:first,toincr easetheintensityofagricultural creditandacceleratethepaceofproductinnovation,su chastheintroductionof"plantingloans" forlargefarmers,householdfarmersandprofess ionalcooperativesinruralareas;second,to improveservicechannels,promotestratifie dservices,andstrengthenthe’’one-stop”service.
