云计算作为改变全球信息产业竞争格局的重要手段，在业界内，其作用渐渐被认知。 美国从 2009 年到 2010 年相继推出了一系列有助于云计算发展的策略，云计算的发展自 此在美国拉开了序幕，成为美国提升技术基础设施的重要工具。与此同时，美国专家小 组还大力推荐欧盟国家重视发展云计算，在政策制定方面应向云计算适当倾斜。从 2010 年美国专家小组组建的云计算未来前景报告就可以看出，美国对云计算技术的重视。此 外，国内外著名 IT 公司都开始大力发展云计算业务，并且将云计算作为其产业布局中 最为重要的一环。其各自结合自身特点和优势将云计算架构及服务化软件业务作为企业 的核心发展战略，并且迅速推出了相关产品和服务。 K 市作为中国的沿海发达城市之一，一直致力于利用先进的科学技术推动产业转型 和发展。而创建 K 市云计算创新中心成为其中一项重大举措。基于此条件，本文从以下 几个方面研究论证该项目可行性，首先探究该项目发展的时代背景、发展前景，以及进 行本研究的意义、研究内容及方法。其次，对项目基本情况进行分析，最后探讨项目的 研究意义以及从理论角度对项目可行性进行理论支撑。通过 PEST 模型进行项目的宏观 环境分析，并对项目内部环境及项目需求进行分析，探究 K 市云计算创新中心的项目需 求与之相符。然后再通过阐述项目实施所需要的技术资源和人才保障，充分调动各方资 源进行资源整合，论证项目的技术可行性以及项目的定位及规划设计方案。通过技术部 署、运营管理等内容，分析项目实施的可行性对项目的如何实施进行阐述。最后，主要 进行项目投资计划及收益分析，探究项目的财务可行性。 可行性分析的结果表明，K 市云计算创新中心项目的各项基础条件己具备，时机己 成熟，不仅符合国家的有关方针和政策，且发展建设目标明确，具备充分的技术基础， 经济效益和社会效益，因此该项目是可行的。 关键词，云计算；可行性研究；发展战略；财务分析Abstract It is generally agreed that cloud computing is an important tool for changing global IT business competition. The US government issued a policy on long-term development of cloud computing in 2009. Cloud computing was also included in the 2010 budget application of the White House as the key way to promote government information infrastructure. The experts suggested the European Union and its members to encourage cloud computing research and to make the standard. Meanwhile all famous IT companies put a lot of emphasis on cloud computing development and lunched products or services. The city K, as one of China's coastal developed cities, has been committed to the use of advanced science and technology to promote industry transformation and development. Created cloud computing innovation center in the city of K, become one of the major initiatives. Based on this condition, this paper from the following several aspects study demonstrates the feasibility of the project: first, to explore the era background of the development of the project, the development prospects, as well as the significance of this study, the research content and method. Secondly, analyze the basic situation of the project, the final and to explore the research significance of the project, from the Angle of theory, theory support for the project feasibility. Through the PEST model to analyze the macro environment of the project, and analyze the project internal environment and the project requirements, explore K city cloud computing project requirements are in conformity with the innovation center. Then expatiates the technical resources and project implementation need talent The project feasibility analysis showed that the project of the City K cloud computing innovation center is feasible.
