农业是我国国民经济的基础产业。“三农”问题一直是中国社会转型时期必须 面对和解决的问题。在当下的市场经济运行中,农产品流通体系的发展直接关系 着我国农业产业化进程、农民增收及新农村的建设。产地农产品批发市场作为农 产品流通体系的枢纽,在促进我国农村经济发展及农产品市场体系建设方面有及 其重要的作用。 目前我国的产地农产品批发市场还普遍存在着布局不合理、专业化不强、综 合化服务不完善等问题,因此在市场项目规划建设前期,应充分开展可行性研究 工作以引导决策者做出正确的投资规划。 河南省 LY 县是我国重要的农产品产区,其境内农作物种类丰富,交通便利, 符合现代农产品批发市场对于产地的要求。本文运用项目可行性研究方法,从项 目市场前景、建设技术、经济效益等多个方面对 LY 县农产品批发市场的建设进 行了可行性分析,并对项目的社会效益与风险进行了评价与预测,研究结果表明, 该项目具有良好的市场前景和较强的市场竞争力;项目总体建设均依据行业相关 标准,技术方案合理可行;在财务上具有较强的盈利能力与抗风险能力;该项目 的建成对当地经济发展与就业水平有很大的促进作用,具有明显的社会效益,据 此为项目投资决策提供了综合的理论依据。 本文对 LY 县农产品批发市场的建设具有重要的指导性意义,也可为类似规 模农产品批发市场的建设提供借鉴。 关键词:农产品, 批发市场, 可行性研究iii ABSTRACT Agriculture is the basis of our national economy. The issues concerning agriculture, countryside and farmers are the problems that we should face and solve in the period of social transformation in China. The development of agricultural products logistical system is directly related to the process of our agricultural industrialization, income-increasing and the construction of new socialist countryside. As the hub of the agricultural products logistical system, the wholesale market of origin plays an important role in developing rural economics and promoting the construction of agricultural market system. We are currently still facing a lot of problems, such as irrational distribution, lack of specialization, and poor logistical services in the development of agricultural market of origin. So we should carry out the study of feasibility before the construction in order to meet a right investment decision. LY county is an important agricultural production area in our country. There is a great variety of crops and convenient transportation which meets the requirements of the agricultural market. In this paper, we use feasibility study method to analyze the construction of the market in the aspects of market prospects, construction techniques, economic benefits, social benefits and project risks. The result shows that the project has good prospects, reasonable techniques, strong profitability, and anti-risk ability. It has huge promoter action to the economic development and employment. The feasibility study provides rich theories for the decision-making. This paper has an important guiding significance for the construction of the market and provides references for other similar construction.
