项目管理作为企业管理的一个重要内容,越来越被企业管理者所重视,而项 目管理水平则成为影响企业利润的重要因素。报告主要探讨在保证人们食品消费 安全的基础上,如何建立企业高效精米加工模式。而在建立高效精米加工模式中, 项目建设的可行性则成为项目管理研究课题之一。本文主要是以建设湘潭县 2 万吨优质精米加工项目为实证基础,以其项目管理实际操作和经验为研究内容, 并结合现代项目管理理念和国际项目管理的规范做法,将项目管理理论知识与相 关技术融合到企业精米加工的建设当中,从而提高湘潭县稻米加工企业的综合实 力和市场竞争力,充分利用各种资源,改善工作效率。 本文以建设湘潭县 2 万吨优质精米加工项目可行性的角度对项目的市场情 况、建设方案和经济效应、项目风险因素以及规避策略进行了详尽的论述,为此 项目的顺利实施奠定了实践基础。 第 1 章,是绪论部分,主要论述了选题的背景、研究目的、研究方法、研究 的主体内容及框架。本文主要是探讨湖南省粮食的持续性发展情况及该项目建设 单位的基本情况,因此论证了该项目的确是适应湖南省政策和湖南省区域持续性 发展所需要的。第 2 章,对报告相关的理论――粮食生产效率和竞争力理论及项 目管理理论――进行了文献和理论的梳理。这些理论成为本文研究的理论基础。 第 3 章,报告对湘潭县 2 万吨优质精米加工项目的市场现状和前景进行了详细的 分析和讨论。本文从该项目的市场供求、市场前景和产品的竞争优势这三个角度 进行了市场的划分,并且着重从该产品的销售方案、营销策略和营销模式这三个 方面对项目销售的方案进行了研究分析和深入讨论,紧接着对该项目的市场风险 进行了评估。最终从该项目的竞争优势角度论证了该项目市场可行性。第 4 章, 报告对湘潭县 2 万吨优质精米加工项目的建设方案进行了仔细讨论和分析。笔者 通过对该项目建设区的条件、项目建设方案、项目的环保程度、项目的组织管理 以及项目的实施进度这五个方面作了重点的讨论和分析,认为项目实施具备基础 的条件。第 5 章,本文对湘潭县 2 万吨优质精米加工项目的经济性进行了探讨, 对该项目的财务效益和社会效益进行分析。研究结果显示,该项目在财务上具有 一定的投资前景,并且在社会上也具有较强的影响力。 关键词,优质精米;市场分析;项目管理II Abstract With the improvement of living standards, people are increasingly concerning about food health and nutrition. How to establish an effective mode of rice processing in order to ensure the safety of the people's food consumption is one of the important studies, and feasibility of the project is also one of the important issues of construction of rice processing project management. To this end, the paper analyzes the feasibility of projects which focusing on 20,000 tons of milled rice processing project feasibility with the quality of Xiangtan County. From the perspective of project feasibility, the project market conditions, project’s construction plan, the project's economic effect, the project's risk factors and avoidance strategies were discussed to lay the foundation for the smooth implementation of the project. Chapter 1, the paper introduces the development of Hunan food and the basic situation of project construction unit, demonstration of this project is to adapt to Hunan Province and Hunan regional development policies. Chapter Ⅱ, the paper outlines the Xiangtan County, 20,000 tons of quality rice processing project's fundamentals. Chapter Ⅲ, the paper analyses the high-quality market of the project of Xiangtan County, 20,000 tons milled rice. This paper analyses and discusses the product market mainly from three perspectives of the project market demand and supply, market prospects and competitive advantages, analyses the project sales programs from three aspects of the project sales --marketing strategies and marketing models ,then the market risk of the project is also analyzed. Competitive Advantage from the project demonstrated the feasibility of the project market. Chapter Ⅳ, the Xiangtan County, 20,000 tons of high-quality rice processing project construction program were analyzed. Through the construction of the project area conditions, building programs, projects, environmental protection, project organization and management, project implementation and progress in five areas analyzed. Chapter Ⅴ, the economic feasibility of the processing project of Xiangtan County,20,000 tons milled rice was analyzed. Through the analysis of the project financial and social benefits, this paper believes that the project has financial investment prospects and is influential in the community.
