摘要
城市生活垃圾的处理是城市建设的基础设施之一，其能否正常运行影响着城
市经济发展和居民生活环境。湘潭双马垃圾场开工建设时间较早，其后，市城市
总体规划和项目区域规划发生了较大变化，国家对城市垃圾处理和垃圾场环境治
理也提出了更高的要求。双马垃圾填埋场环境方面存在很大问题：拆迁范围未达
到填埋库区和污水处理区距居民居住区大于 500 米的规范要求；垃圾场环境现状
对湘江水体构成威胁，与湘江风光带也很不协调。因此，实施环境治理项目迫在
眉睫

本文的研究过程始终坚持理论和实践相结合。首先阐述了国内外现有的可行
性研究相关理论，在此基础上分析了双马垃圾场项目在当前环境下的必要性、场
址选择、建设规模等，随后对双马垃圾场环境治理项目进行了整体研究，制定了
投资估算计划和资金筹措方式。最后对双马垃圾场治理项目进行了经济效益和社
会效益评价

Garbage disposal is one of the infrastructure of urban construction,which can affect
the economic development and residents’ living environment.Shuangma Landfill in
Xiangtan constructed early,and subsequently,the master plan of city and the regional
planning have changed,state makes greater demands on urban garbage disposal and the
environmental governance of landfill.Shuangma Landfill has problems with
environment :the scope of the demolition where the landfill site and sewage from the
residential areas does not reach 500 meters;the environment of landfill is harm to the
Xiangjiang lake and is incompatible with the Xiangjiang scenery.Therefore,the
environmental governance is very urgent.
This paper aims to combine theory and practice.First,the paper represents the
existing feasibility study at home and abroad,based on the analysis ,analyses the
necessity of the Shuangma Landfill in this case, site selection and construction
scale.Then,the paper conducts a comprehensive study of the Shuangma landfill to draw
up the plan of investment estimation and the financing.Finally,financial evaluation and
social evaluation have been given .
