近年来,随着节能环保成为国际主题,人们的环保意识开始觉醒,我国十二 五计划中明确提出了节能减排的思想,如何节约能源,降低污染物排放,在源头 上控制污染,实现资源节约型、环境友好型社会的建设成为了目前影响我国经济 社会发展,生态文明建设的重要问题。 火力发电一直在我国的电力结构中占据主导地位,而且这种格局将会持续很 长一段时间,加上我国城市供暖以燃煤为主,这就导致我国的大气污染十分严重, 空气中粉尘、硫化物和氮氧化物含量较高,严重影响环境质量,甚至危害人民健 康水平。尤其是氮氧化物,对于人的中枢神经和心肺系统都具有强烈的伤害,在 这种情形下,对火电厂锅炉进行脱硝装置建设已成为必然趋势。目前国家针对氮 氧化物排放量标准进行了具体限定,规定新建火力发电锅炉所有火电投运机组 NO X 排放量最多达到 100mg/m 3 。 锦州石化热电公司所有的3台240t/h锅炉的烟气污染物排放浓度满足建厂时 国家标准要求,但不满足《火电厂大气污染物排放标准》(GB 13223-2011)中关 于 NO X 排放浓度的规定要求。故此,公司对 4 台锅炉新建脱硝装置,采用 SCR 脱硝工艺,设计脱销效率为 80%以上,锅炉 NO X 排放浓度为 60mg/Nm3,实现 达标排放;催化剂优先采用国产成熟技术的脱硝催化剂——蜂窝式催化剂;还原 剂选择为液氨,利用锦州石化分公司含硫污水汽提装置的副产品,可以实现企业 内的以废治废,经济适用。 本文从投资机会、技术可行性、环境影响、项目组织和财务分析与效益评价 几个方面总体全面地对锦州石化热电公司的脱硝装置建设项目进行了可行性分 析,第一章,总体阐述了项目的背景、建设的意义以及项目的研究方法和研究内 容,介绍了项目单位的具体情况;第二章投资机会部分,从满足国家排放标准的 必要性、在经济上的可行性论述了该项目投资建设的需求,从原材料辅助材料的 分析以及脱硝装置的脱硝计划总结了该项目投资的必要性;第三章技术可行性分 析部分,具体详述了公司设备的现状、脱硝工艺的成熟度、SCR 方案技术条件、 脱硝工艺系统和有关设备改造等方面,从根本上为项目的实施提供了技术保证; 第四章环境影响分析部分,则细述了为了环境、安全等方面而设置消防系统、节II 能节水系统的必要性,以及该项目的实施对环境的影响,并得出有益于生态和社 会效益的结论,保证了项目实施的公益基础;第五章项目组织部分则通过对项目 实施的人力资源配置、辅助生产设施建设、总图运输和土建工程以及具体实施要 则的规定,完成了项目实施的具体问题的细化,完善了项目实施体系;最后第六 章财务分析部分总体上论述了项目的经济性,通过费用效果分析效果分析法对投 资收益周期、投资估算和项目风险进行整体评估,再辅之以对该项目的生态效益、 社会效益和经济效益的评价,完善对该项目的总体认识,从整体上把握项目实施 的必要性和可行性,为投资决策者的投资决策做出科学依据,提高决策的正确性。 关键词,脱硝;SCR 技术;可行性研究III Study on the Feasibility of the New Jinzhou Petrochemical Corp Denitration Device for Coal-fired Boiler Abstract In recent years,with the energy saving and environmental protection has become an international topic, people's environmental consciousness awakening, China's twelfth five year plan clearly put forward the idea of energy conservation, how to save energy, reduce pollutant emissions, controlpollution at source, the realization of the construction of a resource-saving,environment-friendly society has become the impact of China's economic and social development an important issue, the construction of ecological civilization. Power has been the dominant position in the power structure of our country,and this situation will continue for a long time, and our city heating to coal,which causes of air pollution in China is very serious, higher dust, sulfur and nitrogen oxides in the air, seriously affecting the quality of the environment,and even harm the level of people's health. Especially nitrogen oxides, has great damage to the human central nervous and cardiovascular system, in this case, the thermal power plant boiler denitrification device construction hasbecome the inevitable trend. The current state for the nitrogen oxide emissions standards for a specific limit, provisions of the new thermal powerboiler all thermal power operation unit NOX emissions up to 100 mg/m3. The three 240t/h boilers of Jinzhou petrochemical ThermoElectron Corporation allthe emission concentration of flue gas pollutants meet during the construction of the national standard, but does not meet the thermal power plant air pollutant emission standards (GB 13223-2011) provisions concerning theconcentration of NOX emission requirements. Therefore, the company of 4 boilers new denitration device, using SCR denitrification process, design ofefficiency is above 80%, the boiler NOX emission concentration is 60mg/Nm3,achieved discharge standards; catalyst priority using domestic mature technology of denitration catalyst -- the honeycomb catalyst; reducing agentfor liquid ammonia, by-product utilization inIV Jinzhou Petrochemical Companysour water stripping unit, can be achieved within the enterprise to treat waste,the economic application. This paper from the investment opportunities, technical feasibility,environmental impact, the project organization and evaluation of financial analysis and benefit the overall comprehensive of Jinzhou petrochemicalThermoElectron Corporation denitration device construction project feasibility analysis, and then come to the conclusion, make a scientific basis for decision makers in the investment decision-making.
