景电灌区是甘肃省重要的商品粮基地之一,景电工程是景电灌区受益人口赖以 生存发展、农民增收致富的重要保障,是当地农业、农村经济发展的重要基础设施, 在灌区经济社会发展中发挥着不可替代的基础作用。搞好景电工程的管理与建设,使 其充分发挥效益,对实现灌区可持续发展,建设社会主义新农村具有十分重要的意义。 在总结景电一期工程发展现状基础上,对项目实施的可行性和必要性进行了论 述,按照甘肃省景泰川电力提灌大型泵站安全鉴定报告提出了本次更新改造的任务, 确定了工程建设内容及规模,按照有关设计规范进行了工程布置及建筑物设计,编制 了施工组织设计和估算投资,制定了工程管理措施,并对工程的经济效益进行了评价, 主要结果为: (1)更新改造项目满足规范要求的能源单耗要求,项目建成后可提高工程运行 的安全可靠性和运行管理水平,使灌区农田灌溉质量得到显著改善,为灌区人畜饮水、 城镇与工业建设、灌区及周边生态环境建设提供充足可靠的水源,促进灌区社会经济 的全面可持续发展。 (2)更新改造项目技术成熟,项目区内有充足的天然材料,符合国家社会经济 的发展和生态环境改善的总目标,工程建设具有可行性。 (3)项目设计将总干二泵站 1 # ~4 # 镇墩、6 # 镇墩至出水池间 2 # ~4 # 管 3 条管道 更换,镇、支墩拆除重建,管槽改造及护砌;1 # 镇墩~出水池间 1 # 管道更换,镇、支 墩拆除重建;总干二泵站 5 # 镇墩至出水池新修沿管槽盘山道路及修缮盘山道路;总干 三泵站 3 # 镇墩至 6 # 镇墩间管道更换;西干二泵站拦污栅桥改建;总干二泵站、西干 二泵站管理房及生活设施改造。 (4)项目建成后将改善灌溉面积 1.1 万亩,增加粮食生产能力 84 万 kg,增加 经济作物生产能力 212.52 万 kg,增加牧草生产能力 14.40 万 kg。年增加产值 300.89 万元,年净效益为 225.67 万元。每年可向灌区及周边提供生态环境建设用水 40 万 m 3 ,水费 0.35 元/m 3 ,年增加水费收入 1.2 万元。泵站工程改造后,泵站效率提高, 能源单耗降低,每年节约电能 320 万 kW·h,节约电费 16.0 万元。甘肃农业大学 2018 届硕士学位报告 III (5)每年向灌区农村提供人畜饮水 123 万 m 3 ,供城镇及工业用水 303 万 m 3 , 向灌区及周边提供生态环境建设用水 215 万 m 3 ,为保持灌区经济发展,改善人民生 活用水,改善当地生态环境提供可靠水源。 (6)项目经济内部收益率为 10.18%,大于社会折现率 8.0%;经济净现值为 125 万元大于 0;经济效益费用比 1.056 大于 1,各项指标比较优越,经济效益显著。 (7)更新改造项目实施后,使水的利用率达到 63.8%,灌溉保证率达到 75%以 上,从而促进粮食经济作物稳产、高产,农民收入稳定增加。同时,使昔日贫瘠的土 地出现了生机勃勃的景象,形成一道绿色屏障,能够有效的抑制风沙危害,产生一定 的生态效益。 关键词:景电一期工程;更新改造;可行性研究甘肃农业大学 2018 届硕士学位报告 IV Abstract The Jingdian Irrigation Area is one of the important commodity grain bases in Gansu province. The Jingdian project is an important guarantee for the survival and development of the population, the increase of the farmers' income and the enrichment of the farmers. It is an important infrastructure for the development of the local agriculture and the rural economy, and plays an irreplaceable basic role in the economic and social development of the irrigated area. It is of great significance for the sustainable development of the irrigation area and the construction of a new socialist countryside to make a good job of the management and construction of the Jingdian project and make it full benefit. On the basis of summarizing the status quo of the development of the first phase of the project, the feasibility and necessity of the project implementation are discussed. The task of this renewal and transformation is put forward according to the safety appraisal report of the large-scale pumping station of Jingtai Sichuan electric power pumping station, the content and scale of the construction are determined, and the layout of the project is arranged according to the relevant design specifications. As well as the design of the building, the construction organization design and estimation of investment are compiled, and the engineering management measures are formulated, and the economic benefits of the project are evaluated. The main results are as follows: (1) To update the project to meet the requirements of the energy consumption for the standard, the project can improve the safety and reliability of the project operation and the level of operation and management after the completion of the project, so that the irrigation quality of the irrigated farmland is greatly improved, which provides sufficient and reliable water for the construction of drinking water, town and industry, irrigation district and the ecological environment on the periphery of the irrigation district. The source will promote the comprehensive and sustainable development of the society and economy in irrigation districts. (2) The renovation project is mature, there are plenty of natural materials in the project area, which conforms to the overall goal of the national social and economic development and the improvement of the ecological environment. The construction of the project is feasible. (4) After the completion of the project, the irrigation area will be improved by 11 thousand mu, the grain production capacity is increased by 840 thousand kg, the production capacity of economic crops is increased by 2 million 125 thousand and 200 kg, and the production capacity of herbage is increased by 144 thousand kg. Annual output value increased by 3 million 8 thousand and 900 yuan and annual net profit of 2 million 256 thousand and 700 yuan. Annual water supply to the irrigation area and surrounding area is 400 thousand m 3 , water fee is 0.35 yuan /m 3 , and annual water fee increase is 12 thousand yuan. After the transformation of pumping station project, the efficiency of pumping station is increased, the energy consumption is reduced, and the annual electricity saving is 3 million 200 thousand kW·h, and the electricity tariff is saved by 160 thousand yuan. (5) The drinking water of human and livestock in the rural areas is provided 1 million 230 thousand m 3 per year, providing 3 million 30 thousand m 3 for urban and industrial water use, and providing 2 million 150 thousand m 3 for ecological environment construction water to the irrigated area and its surrounding area, in order to maintain the economic development of the irrigation area, improve the living water of the people and improve the local ecological environment to provide reliable water source. (6) The internal income rate of the project is 8.68%, more than the social discount rate of 8%, the net present value of the economy is 1 million 250 thousand yuan more than 0, the cost of economic benefit is more than 1, the index is superior and the economic benefit is remarkable.
