党的十八届三中全会在《关于全面深化改革若干重大问题的决定》中，明确 提出“创新社会治理必须要以维护最广大人民根本利益为着眼点，最大限度增加 和谐因素，增强社会发展活力，提高社会治理水平”。2017 年 6 月，中共中央、 国务院发布《中共中央、国务院关于加强和完善城乡社区治理的意见》，该意见 指出，我国的总体目标是，到 2020 年基本形成基层党组织领导、政府主导的多 方参与和共同治理的城乡社区治理体系。结合这些现实情况，开展对社会工作介 入农村社会治理的可行性研究具有十分重要的意义。 基于现有的社会工作介入农村社会治理的研究，我国内地不少省市已将社会 工作和农村社会治理充分结合，并取得良好的社会效果，新疆少数地区也已有社 会工作介入农村社会治理并取得一定的效果，但是，仍有不少新疆农村地区，至 今还未将社会工作引入或参与到当地农村的社会治理之中，其社会治理中尚且存 在有待解决的现实问题。本文以没有社会工作介入农村社会治理的博乐市精河县 x村为例，紧紧围绕社会工作介入新疆农村社会治理的可行性研究主旨展开论述， 全文共分为六个部分，第一部分，概念界定及理论基础；第二部分，社会工作介 入农村社会治理的内涵及必要性；第三部分，社会工作介入新疆农村社会治理的 政策及实践；第四部分，x 村社会治理的现状及存在问题；第五部分，社会工作 介入农村社会治理的可行性；第六部分，社会工作介入新疆农村社会治理的策略； 第七部分，结论。 经过以上研究得出本文的研究结论。社会工作介入新疆农村社会治理是具有 可行性的。本文为社会工作介入 x 村社会治理提出了以下策略，从为 x 村培育社 会工作专业人才、培育社会服务组织、提供社会工作服务等方面提供社会工作直 接介入的策略，从宣传社会工作和社会治理的理念、为 x 村链接更多的社会资源、 倡导社会政策等方面提供社会工作间接介入的策略。希望能对 x 村以及更多同 x 村一样缺少社会工作介入农村社会治理的新疆其他地区起到一定的借鉴价值。 关键词，农村;社会治理;社会工作新疆大学硕士研究生学位 II Abstract The third plenary session of the 18 in the journal on comprehensively deepen reform certain major issue decision clearly put forward in the innovation of social management, must focus on maintaining the fundamental interests of the masses, maximize factors conducive to harmony and enhance the vitality of social development, improve the level of social governance.
