产业集聚作为一种区域组织形式,对区域经济的发展和竞争力的提高起着重要的推 进作用,并成为推动区域及国家经济发展的重要经济发展模式。当今世界,几乎所有经 济富有活力的地区都是产业集聚发展较发达的区域,这一现象引起了国内外学界、政界 和企业界的广泛关注。产业集聚的成功实践和对经济发展的重要意义,使之成为当前学 术界的热点研究问题。尤其是当 2009 年,国务院出台了《关于加快发展旅游业的意见》 (国发【2009】41 号),提出要“把旅游业培育成国民经济的战略性支柱产业和人民群 众更加满意的现代服务业。”至此,我国旅游业由原来的国民经济的“重要产业”提升 到“战略性支柱产业”层次,战略地位已然确立。然而,纵观近年来学术界的研究文献, 研究旅游产业集聚的人还不多。 本文认为,旅游产业集聚是提升区域旅游竞争力的客观要求,是旅游行业发展的必 然过程,旅游产业集聚现象正在大量形成和快速推进,应当积极借助“产业集聚”的理 论和实践经验以推动旅游产业集聚的健康发展和区域旅游竞争力的提高。 南海地区旅游资源非常丰富,广府文化底蕴浓厚,旅游发展起步较早,为旅游产业 的发展提供了良好的先决条件。近年来,南海地区经济建设和社会各项事业蓬勃发展, 城市环境日益美化,基础设施日臻完善,为旅游产业的发展奠定了坚实基础。但是,南 海地区旅游产业在发展过程中也面临一些不足,如景点间的关联度不高、缺乏旅游配套 建设等,能吸引客人、但留不住客人。所以加强 NHXA 旅游产业集聚园区的建设正是 填补南海地区旅游产业在这方面的空白。为此,本文展开对 NHXA 旅游产业集聚园区 项目的可行性研究,并给出有效建议。 关键词,NHXA;旅游产业;旅游产业集聚;旅游项目;可行性研究II ABSTRACT Industrial clustering plays an important role in the promotion as a form of regional organizations, regional economic development and competitiveness, improve, and become an important model of economic development to promote regional and national economic development. Today's world, almost all the economic dynamic area of industrial clustering the development of more developed regions, this phenomenon has aroused widespread concern in domestic and international academic, political and business circles. So far, China's tourism industry from the national economy industry elevated to the level of strategic pillar industry, has established its strategic position. Throughout recent years, academia research literature, research and tourism industry gathering is not. This paper argues that the tourism industry gathering objective to enhance the competitiveness of regional tourism, the inevitable process of the development of the tourism industry, tourism industry agglomeration is a lot of the formation and rapid progress, should be positive with the theoretical and practical experience of industrial agglomeration in order to promote tourismthe healthy development of industrial agglomeration and to improve the competitiveness of regional tourism. South China Sea region is very rich in tourism resources, Guangfu strong cultural heritage, tourism development, an early start, provides a good prerequisite for the development of the tourism industry. In recent years, the South China Sea regional economic construction and social undertakings flourish, increasingly beautify the urban environment, infrastructure is improving, laid a solid foundation for the development of the tourism industry. However, the tourism industry of the South China Sea in the development process is also facing a number of shortcomings, as the degree of association between the attractions, the lack of tour packages, construction, able to attract guests, but failed to keep the guests. Therefore, to strengthen the gathering park's construction of the South China Sea tourism industry in the West Bank is to fill the blank of the South China Sea area tourism industry in this area.
