摘要
培训是企业获得人才的重要途径,也是企业获得核心竞争力、快速发展的关键

当今世界在全球化激烈竞争下,企业的竞争,核心在于人的竞争。人才是企业第一资
源。对于国有企业来说,通过培训工作,提升员工的综合素质,是获取人才的最好方
式。培训的作用越来越被企业看重,企业愿意在培训方面进行投资,以期获得高素质
人才

M 公司是一家大型传统国有企业。成立以来,始终坚持以人为本理念,高度重视
人才培养,积极稳妥招聘引进人才,打造专业队伍,在人力资源管理方面取得了一定
成效。但随着业务的快速发展和不断扩大的区域经营,员工素质参差不齐与业务发展
不匹配的矛盾日益凸显出来,制约着业务发展。这两年来,同行竞争对手日益增多,
市场竞争日趋激烈,市场形势日益严峻。同时,企业内部本身员工素质参差不齐,年
龄结构和知识结构不合理,用工指标和用工总量受到严格限制。如何在现有企业发展
情况下,通过培训提高全员素质迫在眉睫,所以企业的培训体系必须切合企业发展实
际,才能实现有效培训,增强企业核心竞争力

符合企业发展实际、得到员工普遍认可的培训体系,才能发挥作用。本文借鉴国
内外培训经验,以先进的员工培训理论为指导,结合 M 公司的实际情况,通过问卷进
行调查、与员工面对面访谈、查阅公司内部资料,对 M 公司现有培训模式、已有培训
制度、培训组织实施进行了全面梳理,发现了 M 公司培训工作中存在的问题,并深究
其原因。为掌握员工培训需求,从组织、个人、任务三方面进行了培训需求分析。培
训体系构建方面,提出了相应的构建对策,制定了培训目标,设计了培训组织体系,
并针对不同类型、不同岗位的员工,按照新员工、营销岗位、技术岗位、管理岗位、
生产岗位的划分,设计了一套符合员工需求的通用课程。按照新员工、高级管理人员、
高级营销人员、和高级技术人员的划分,制定了相应的培训方案。培训组织实施方面,
制定企业培训实施方案。培训评估方面,制定培训效果评估方案。培训实施保障方面,
建立与培训体系相配套的培训制度、提供与培训内容相适应的师资队伍、强化学习组
织理念、创造良好的培训环境。通过对培训体系的构建研究,打造符合企业发展、利
于人才培养的有效培训体系

结合国有企业的特点,本文对 M 公司提出的培训体系构建对策,对公司培养人才、
增强核心竞争力具有现实的意义,为公司战略目标的实现献计献策

ABSTRACT
Training is an important way for enterprises to acquire talents, and also the key to
obtaining the core competitiveness and rapid development of the enterprises. Nowadays,
under the fierce competition of globalization, the core of the competition of enterprises lies
in the competition of people. Talent is the first resource of the enterprise. For state-owned
enterprises, it is the best way to obtain talents through training and improving the
comprehensive quality of employees. The role of training is becoming more and more
important for enterprises. Enterprises are willing to invest in training in order to obtain
high-quality talents.
M is a large traditional state-owned enterprise. Since its establishment, it has always
adhered to the people-oriented concept, attaches great importance to personnel training,
actively and steadily recruited talents, built professional teams, and achieved certain results
in human resource management. But with the rapid development of business and
expanding regional operation, the contradiction between the uneven quality of staff and the
business development is increasingly prominent, which restricts the development of
business. In the past two years, the competitors are increasing, the market competition is
becoming more and more intense, and the market situation is becoming more and more
severe. At the same time, the quality of the employees in the enterprise is uneven, the age
structure and the knowledge structure are not reasonable, and the employment index and
the total amount of employment are strictly limited. How to improve the quality of all staff
members is urgent under the development of existing enterprises. Therefore, the training
system of enterprises must conform to the reality of enterprise development, so as to
achieve effective training and enhance core competitiveness of enterprises.
The training system, which is in line with the actual development of the enterprise and
is universally recognized by the employees, can play a role. Based on the training
experience at home and abroad, with advanced training theory, combined with the actual
situation of M company, carries on the investigation, and employees face interviews,
access to company internal data through the questionnaire, the implementation of a
comprehensive sort of M company&39;s existing training mode, training system, training
organization, found in M company. In the work, and the real reason. In order to master the
training needs of employees, the training needs are analyzed from three aspects of
organization, individual and task. Construction of training system, and puts forward some
countermeasures for constructing the corresponding formulation, training objectives,II
design the training organization system, and according to the different types and positions
of the staff, in accordance with the division of the new staff, marketing positions, technical
positions, management positions, post production, design a set of general courses to meet
the needs of employees. According to the division of new employees, senior managers,
senior marketing staff and senior technicians, the corresponding training programs have
been formulated. The implementation of training organizations, the implementation of the
implementation of enterprise training programs. In the field of training evaluation, the
training effect evaluation scheme is formulated. In terms of training implementation
guarantee, we should establish training system matched with training system, provide
teaching staff suitable for training content, strengthen learning organization concept and
create good training environment. Through the study of the construction of the training
system, an effective training system is created which is in line with the development of the
enterprise and the training of talents.
Combined with the characteristics of state-owned enterprises, this paper puts forward
countermeasures for training system proposed by M, which is of practical significance for
company to cultivate talents and enhance core competitiveness, and provide suggestions
for the realization of company&39;s strategic goals.
