国有企业中层领导干部的素质和能力,直接影响着企业决策上传下达、经营目标有效落
实。中层领导干部的胜任能力,对企业发展壮大带来直接影响。如何客观评价国有企业
中层领导干部素质,使他们更能够胜任其在大型国企中的职位,是现阶段企业高管面临
的富有挑战性的问题之一
ZY 公司作为典型的国有特大型企业,对国民经济发展起着重要作用,其中层管理
人员胜任能力,影响更代表着国有企业中层管理人员胜任能力。本文以 ZY 公司中层管
理人员为研究对象,分析 ZY 公司中层管理人员存在的胜任能力方面的问题,并找到问
题原因和解决办法。首先,通过国内外文献综述,总结提炼了国内外学者提出的关于胜
任能力的相关概念和理论,还从各类文献中对胜任能力评价体系进行了重点学习掌握
第二,通过胜任能力相关概念的学习研究,总结提炼,得到项初始胜任能力要素,通过
德尔菲法进行重要性筛选后得到 ZY 公司中层管理人员胜任能力要素共 20 项,运用归
类化处理建立起 ZY 公司中层管理人员胜任能力评价标准;第三,通过问卷调查法对 ZY
公司中层管理人员胜任能力现状进行评估,找出目前 ZY 公司在中层管理人员胜任能力
评估方面存在的问题,然后进行了深层次的原因分析。第四,通过行为事件访谈技术
(BEI),采用结构化访谈技术以及模块化的记录方式,对 ZY 公司各主要业务板块部分
中层领导干部进行了访谈和实证分析,并进行了胜任能力的评估,得到评分较低的几个
因子,最后针对存在问题的原因提出改进措施

cadres, and directly impact on enterp rises to grow. How to evaluate the quality of
middle-level cadres in State-owned enterprises, improve the ability of middle-level cadres in
State-owned enterprises and com petent, and s enior leaders of S tate-owned enterprises an
important issue. ZY as typical of S tate-owned enterprises, plays an importan t role in the
development of the national econom y, its middle management competencies, more
representative of m iddle management personnel in S tate-owned enterprises com petence.
Object to ZY corporate m iddle management for this p aper, analysis ZY middle-level
managers the competency issues, and find the ca use of the problem and solution. First of all,
through domestic and international literature review, summarizing and refining its scholars
concerning the com petency-related concepts and theories, from literature to focus on
mastering the competency evaluation system. Second, through com petent capacity related
concept of learning research, summary refined, get items initial competent capacity elements,
