摘要
随着改革开放的不断推进,国内农村住房情况有了极大的改善,不仅建筑面
积持续增加,建筑品质也有了极大的提升。然而相比较于城市而言,农村经济发
展水平仍然较低,与基础住房相关的保障机制仍然欠缺,一些地区尤其是较为偏
远的山区,仍存在着数量庞大的贫困居民群体。由于农户自身以及环境因素的影
响,他们无法改善家庭居住条件,仍长期居住在危房之中,这对他们的生命以及
财产安全产生了极大的威胁。对偏远农村贫困地区的危房改造就成了一项亟待完
成的改革攻坚任务。农村危房改造是一个投资巨大且周期较长的工程,加之其涉
及的部门广、人员多,因而引起了社会较高的关注

农村危房改造是我国对贫困人口进行科学合理扶贫的一项重要举措,体现了
我国对贫困地区人口的人文关怀。农村危房改造项目于2008年在全国农村展开,
其资金来源是中央财政的支出,在多方的共同努力下,有了较大的进步,但是,
在改造的过程中,项目的实施以及政策落实的过程中暴露出来了诸多问题,阻碍
了危房改造工程的正常开展。如山东省菏泽市危房改造项目管理中就存在着工程
实施主体能力不足、项目管理缺乏系统性、项目监督不力、项目管理效率低下以
及项目后续服务不到位等问题。为此,菏泽市农村危房改造项目的运营管理,应
以现代项目管理体系理论和PDCA循环理论为指导,从危房改造项目管理计划的
制定、执行、监督管理、后续评价和反馈等环节,优化农村危房改造项目管理体
系,以推动农村危房改造工程项目的科学高效运营

具体而言,在计划阶段,首先要确定农村危房改造项目的补助主体的条件以
及标准,严格规范资金筹集和管理举措、改造方式和操作程序;在实施阶段,要
确定流程全过程管控,包括申请受理、调查核实、一榜公示、乡(镇)人民政府或
农危改领导小组审核、二榜公示、县(市、区)人民政府或农危改领导小组审批、
三榜公示、批准改造、签订协议、组织实施等十个环节,公开透明,便于实施;
在项目检查阶段,要按照工序实施进展确定新建房屋建造阶段的检查、新建房屋
竣工验收阶段的检查两个环节,各有侧重;在项目改进阶段,针对前面各个环节
的问题,要查缺补漏,从信息传播、主体积极性、监管服务、验收及时、可持续
发展等五个方面提出反馈性改进措施。同时,农村危房改造项目管理工作必须在
I 政府的主导下,在各个环节采取有效措施,有计划、有步骤、有重点地推进,
提高政府的执行力和增加政府的公信力,从而更好的带动农村经济发展,推动社
会主义新农村建设的顺利完成

Abstract
With the constant advancement of the reform and opening-up policy,
the housing conditions in rural area have greatly improved in China, and
the covered area have increased steadily, and the construction quality
have greatly ascend. However, compared with urban area, the holistic
economic development level in rural area is still low, related to basic
housing guarantee system is still lacking, and there are still a large
number of poor resident group in many territories, especially in some
in remote mountainous regions. Because of their own economic condition
and the environment factors and so on, they are unable to improve their
living conditions, then they have to live in dangerous house for a long
time, and it threats their life and property safety tremendously.So the
dilapidated building renovation has become a crucial task to be completed
for remote rural impoverished region. The rural dilapidated building
renovation is a huge and long period project, and it relates to many
departments and people, so it gives rise to high social concern.
Rural dilapidated building renovation is a national policy with
Chinese characteristics, in essence , its a rural social security measures
in the nature of poverty alleviation . The dilapidated building renovation
project in national rural began in 2008, with the support of the central
policy funds , it has made many positive achievements. But in these
years, it exposed many problems in the process of the rural dilapidated
housing renovation implementation and policy execution, and these
problems hinder the normal progress of the dilapidated building
in renovation project. Take Heze city of Shandong province for example, during
the operation management process of dilapidated building renovation
project, many problems have been exposed, such as insufficient
ability of the implementation main part , lack of project systematic
management, Lack of project supervision, low project operation efficiency
and insufficient follow-up service of the project. So, operation
and management of the rural dilapidated building renovation project
which in Heze city , should be guided by the theory of total quality
management system and PDCA cycle theory,to build a Total Quality
Management system by every part such as formulation,
implementation, supervision and management, follow-up evaluation and the
feedback during the operation of dilapidated building renovation
project , in order to promote the scientific and efficient operation of
the dilapidated building renovation project.
To be specific, in the planning stage, to determine the terms and
conditions as well as the standard of the subsidy subject in the
dilapidated building renovation project at first, strictly regulate the
fund-raising and management measures, the transformation methods and
operating procedures;In the implementation stage, to determine the whole
process control which include ten steps ,such as application
accepted, investigation and verification ,first public
notification , Village (town) people* s government or the leader group of
the dilapidated building renovation project review, the second public
notification, county (city) people* s government or the leader group of the
dilapidated building renovation project examine and approve, the third
public
notification, ratification,
signing
an
agreement, organization and implementation, etc,every step open and
transparent, easy to implement; In the project inspection phase, according
to the process implementation progress, to build two inspecting parts, one
is during construction phase, the other one is during the completion
acceptance stage, each part has its own emphasis;In improving
phase, in view of the problems of each part, put forward the feedback
improvement measures from five aspects such as the information
transmission, the main body enthusiasm, supervisory service, timely
IV acceptance and sustainable development etc. At the same time, the work of
dilapidated building renovation project management work must under
the leading of the government, take effective strategy in the each link,
in a planned way, step by step, thus improving the government’s executive
ability and increasing the government,s credibility, so as to promote the
rural economic.
