当前经济新常态下实体经济下行压力持续增大,金融环境的市场化竞争
加速,中小企业还款难的问题愈加凸显,企业逃废银行债务事件频发,非法
集资和民间借贷等外部风险向银行业传导加剧,骗取贷款、贷款诈骗等信贷
欺诈行为成为银行业务案件频发的核心风险因素,也是触发或放大信用风
险、市场风险的重要原因之一。欺诈风险的多变性、复杂性决定了商业银行
传统信贷风险管理方法无法有效识别防范,需要建立智能化管理机制。而目
前,中小型商业银行对于欺诈风险缺乏明确的管理策略和智能监测手段,信
贷业务的欺诈风险智能化管理已然成为商业银行风险管理中亟需深入攻克
的难题。强化信贷欺诈风险的智能管理,一是有助于商业银行准确落实监管
规定,完善全面风险管理体系,二是商业银行应对当前严峻高发案件形势的
现实诉;三是商业银行补齐风险管理短板、增强管理效益的可行手段

本文在回顾文献基础上,一是筛选了国内金融机构典型贷款欺诈案件分
析作案手法和案发原因,包括了多起四川省内外已判刑贷款欺诈案件,统计、
分析其欺诈手段、欺诈信号特征和欺诈主体类型,形成防范措施的建议;二
是运用现场调研、非现场材料搜集等方式整理目前国内金融行业先进的反欺
诈监测和防控手段,包括大型国有商业银行、地方性商业银行和互联网银行
在智能化反欺诈管理方面的实践经验;三是剖析 C 行内外部欺诈类事件特
征,总结当前形势下 C 行面临的内外部欺诈威胁、欺诈行为特征及防范要点,
结合 C 行欺诈风险管理现状分析其风险管理方面存在的不足,从先进的风险
管理实践、大数据风控技术、智能管理技术等方面总结 C 行可行有效的信贷
反欺诈智能化管理策略。最后,提出商业银行信贷业务欺诈风险的智能化管
理对应策略,并提出实现上述策略的实施路径

目前国内外文献情况对于欺诈风险的研究集中在欺诈管理体系研究,对
于如何将大数据、智能化风控技术与信贷业务风险管理的细分领域研究较商业银行信贷业务欺诈风险的智能化管理案例研究少。本文创新点体现:一是聚焦商业银行核心的利润创造点信贷业务,将如
何防范信贷业务损失与大数据智能化的风险管理理念相结合;二是编写中通
过实地调研、现场访谈等形式搜集了关于商业银行反欺诈智能化管理的直接
资料或信息,对于现有的反欺诈智能化模式形成了较为全面的总结;三是以
C 银行具体实际案例为例,层层深入,展开具体的现状分析及对策研究,对
于中小商业银行开展反欺诈智能化管理也具有普适性借鉴意义

Under the new normal economy,the downward pressure of real economy
continues to increase now. The market competition in the financial environment
speeds up, andthe difficulty for small and medium-sized enterprises to repay their
bank debts are increasingly prominent. Enterprise evasion of bank debts happened
frequently, and the conduction of external risks such as illegal fund-raising and
folk lending to the banking industry is intensified. Credit frauds like loan frauds
become the core of risk factors of the frequently happened banking business cases,
and they are also one of the important causes which trigger or enlarge credit risks
and market risks. The variability and complexity of fraud risks determines that the
traditional credit risk management methods of commercial banks can&39;t effectively
identify them, and it is needed to build an intelligent management mechanism. But
nowadays, the small and medium-sized commercial banks lack a clear
management strategy and an intelligent monitoring method to prevent fraud risks,
and the intelligent management of fraud risks in credit business has become one of
the problems which need to be further conquered in risk management of
commercial banks. To strengthen the intelligent management of credit fraud is
very important. Firstly, it is helpful for the commercial banks to accurately
implement the regulations and to improve the comprehensive risk management
system. Secondly, it is a realistic demand for commercial banks to deal with the
current severe situation of high rate fraud cases. Thirdly, it is a feasible means for
commercial banks to supplement the risk management board and to enhance
management efficiency.
Based on the review of formal literature, this paper takes C Bank as an
example and uses case analysis methods to analyze the characteristics of credit
business fraud. Firstly, it screens out typical loan frauds happened in domestic
financial institutions and analyzes the methods and reasons of these cases. Also, it
screens out several loan frauds happened in and out of Sichuan Province and theResearch on the Intelligent Management Cases of Fraud Risk of Commercial Banks Credit Businesscriminals of which have been sentenced to punishment to do statistical analysis on
the fraud methods, fraud signal characteristics, and criminals’ types, and form the
advice of prevention mechanism. Secondly, this paper summarizes a currently
feasible and effective intelligent fraud management strategy for credit business of
commercial banks by summing up the currently advanced means of fraud
detection, prevention and controlling in domestic financial industry (including
intelligent anti-fraud management practices of large state-owned commercial
banks, local commercial banks and internet banks).Thirdly, it analyzes the
characteristics of fraud events happened in and out of C bank, and summarizes the
fraud risk threats that C Bank may meet internally and externally under present
situation as well as the characteristics of the threats and the points of how to
prevent them. At the same time, it analyzes the shortage in traditional management
of fraud risk according to C Bank’s fraud risk management situation .Then it
summarizes the advanced method of fraud risk management of C bank through the
use of site investigation, off-site material collecting, etc., in combination with the
advanced risk management practice, big data risk control technology, and
intelligent management system. Finally, this paper comes up with an intelligent
fraud risk management corresponding strategy in credit business of commercial
bank according to its actual needs and put forward the implementation ways and
solution measures of the strategy motioned above.
Now the literatures which research on credit fraud risks at home and abroad
mostly concentrate on the fraud management system, and rarely study on how big
data, intelligent risk control technology and the risk management of credit business
are subdivided. The innovativeness of this paper is: firstly, it focuses on the core
profit-producing business of commercial bank-the credit business, and connects
the way to guard against the risk of loss in credit business with large data
intelligent risk management; secondly, during the writing of this paper, the writer
collected directed direct data and information about intelligent anti-fraud
management through field investigation, on-site interviews and other ways, and
formed a comprehensive summary on existing intelligent anti-fraud model and
effect; thirdly, taking C Bank as an real example, combined with the actual
situation, the writer made detailed status analysis and countermeasure research,Abstractand this paper has a certain universal reference significance for small and
medium-sized commercial banks to carry out intelligent anti-fraud management.
