摘要
2008 年世界金融危机以后,全球经济增长缓慢,需求不振,国内各种要
素价格上涨,外加东南亚低劳动力成本的冲击,我国企业正处于供给侧改革
之中。服装外贸作为传统出口优势行业,产业链完备,低成本优势不在,当
前环境下如何提高服装外贸企业的盈利水平、实现转型升级,一直是困扰管
理者的难题。传统的作法是企业通过内部成本控制实现降本增效,却忽视了
明显影响企业效益的外部因素。因此,通过内外结合的手段更为合适。而采
购管理作为核心企业连接供应链内外的桥梁以及企业最主要的增值活动,是
解决这类难题的较好选择

本文结合笔者 15 年服装外贸经验,以产品全部外购、轻资产运营的 X
服装公司作为研究对象,通过理论联系实际的方式,在供应链管理的全局视
角下,对其所存在的采购成本高、缺乏供应商管理等问题进行了全面分析,
结合 SWOT 分析、TCO 总成本法、ABC 分类法、KRALJIC 矩阵、问卷调查等研
究分析方法,提出了内外相结合的大采购管理作为 X 公司的解决方案

通过内外结合的大采购管理思想来优化改善 X 公司采购管理系统,主要
由两大部分来实现,第一部分:内部采购管理优化方案,即通过采购物资分
类、构建复合型采购管理模式、采购流程优化来实现;第二部分:外部供应
链采购管理优化,即通过供应商管理体系优化、建立供应商准入机制、建立
科学的供应商考核评价机制、供应商集成、基于客户需求的采购优化来实现

Abstract
After global economy crisis in 2008, the world economy has endured
slow growth and depressed demand, factor prices and costs in business have
increased in China, coupled with the impact of low labor costs in Southeast Asian,
Chinese companies are in the process of Supply-side reform. The garment foreign
trade industry is a traditional advantage industry of foreign trade, it’s industrial
chain is complete, low cost advantage has no longer existed, in the current
circumstances, how to improve the foreign trade garment enterprise&39;s profitability
and achieve the transformation and upgrading, has always been a difficult
problem for enterprise managers. The traditional solution is to reduce cost and
increase efficiency through internal cost control, but the external factors which
obviously affect the performance of enterprises are always ignored.Therefore, it
is more appropriate through the combination of internal and external means.
Purchasing management, regarded as the bridge connecting the inner and outer
parts of the supply chain for the core enterprise,and the most important
value-added activity, is the better choice to solve this kind of difficult problems.
In this paper, combined with the author&39;s 15 years experience in clothing
foreign trade industry, put light assets operated garment company X whose
products are all outsourced, as the research object, through a combination of
theory and practice, in the overall perspective of supply chain management, its
problems such as high purchasing cost, lack of supplier management, were fullyABSRACT

analyzed, combined with advanced management methods such as SWOT analysis,
TCO method, ABC method, KRALJIC matrix, Questionnaire survey method etc.
And it comes up with the final solution for company X, internal and external
combination of large purchase management.
This paper, through the combination of internal and external purchase
management ideas to optimize and improve garment company X’s purchase
management system, mainly through two parts to achieve. The first part,internal
purchase management optimization program, by means of classification by
purchasing material, construction of compound purchasing management mode,
purchase process optimization; The second part, the optimization of supply chain
purchase management through external supplier management system
optimization, set up the supplier access mechanism, establish supplier evaluation
mechanism, supplier integration, purchase optimization based on customer
purchasing.
