本文以家电行业作为研究对象，从全球价值链的视角研究反倾销对家
电行业的影响，并提出应对策略。本文首先对文章结构进行安排，分
析创新点和难点。全面梳理了国内外关于全球价值链和反倾销的理论
综述，总结前人的研究成果，并为本文的研究提供理论支持。本文从
理论出发，研究了全球价值链的提升机制，包括两端提升、中部提升
以及价值链跃升等，分析了国际反倾销的经济实质。结合家电行业的
现状，本文分析了家电行业的生产概况、遭遇的反倾销现状，提出存
在反倾销发生频率日益提高、反倾销税率提高、反倾销主体范围扩大
等特点。从进口国成因和出口国成因两个方面，深入研究了我国家电
行业遭受反倾销的原因，并且从社会、产业、企业三大层面分析反倾
销的危害。最后，本文从全球价值链两端提升、价值链跃升两个方面
分析家电行业如何应对反倾销困境，并从国家、企业、行业三个角度，
提出健全贸易监管制度、推动国际合作、建立健全公平公正的国际贸
易新秩序、加大行业协会援助力度、加强反倾销培训教育、建立健全
反倾销预警机制、加快推动产业结构升级、促进产品换代升级、开拓
多元化发展战略、优化家电产品出口结构、深耕家电产品自有品牌、
提高家电企业应诉意识的对策建议

THE RESERACH OF INTERNATIONAL
ANTI-DUMPING TO OUR COUNTRY HOME
ELECTRICAL APPLIANCE INDUSTRY’S INFLUENCE
AND COUNTERMEASURES FROM THE PERSPECTIVE
OF GLOBAL VALUE CHAIN
ABSTRACT
Since financial crisis in 2008, the global economic recovery is slow, trade
protectionism gradually rise, the international anti-dumping is the commonly used
means of trade protectionism. Home electrical appliance industry in China is located
in the low-end of the global value chain. Home electrical appliance industry
embedded in the form of processing and manufacturing. The product technology
content is low, economic added value is not high, competitive advantage is not strong,
frequent into the dilemma of anti-dumping. This article regarded home electrical
appliance industry as the research object from the perspective of global value chain.
This artical researched the effect of anti-dumping to home electrical appliance
industry and put forward the strategies. This article first to arrange the article structure,
analyze the innovation points and difficult points. The comprehensive combed the
theory of global value chain and the anti-dumping review at home and abroad,
summarizes the research achievements of predecessors, and provides theoretical
support for the research of this paper. From theory, this paper studied the mechanism
of promoting the global value chain, including both ends central ascend, ascension
and jump in value chain, analyzes the economic essence of international anti-dumping.
Combined with the present situation of the home appliance industry, this paper
analyzes the production situation, encounter the anti-dumping status quo of home
appliance industry, the existing anti-dumping frequency increasing anti-dumping
subject scope, anti-dumping tax rate increase, etc. From two aspects of genesis and
exporter, importer origin, further study of the causes of home appliance industry in
China suffered from anti-dumping, and from the society, industry and enterprise three
level analysis of the dangers of anti-dumping. Finally, this article from both ends of
the global value chain and value chain jumped two aspects analysis of home appliance
industry how to respond to anti-dumping, and from the viewpoints of country,
enterprise, industry, and put forward a sound system of trade regulation, promoting
international cooperation and establish a fair and just increase the new order of
international trade, trade association aid, strengthening the training education,
establishing and perfecting the anti-dumping early warning mechanism, accelerate theIII
upgrading of industrial structure, promote the upgrade product upgrading, innovative
and diversified development strategy, optimization of electrical appliances product
export structure, deep electrical appliances product brands, improving Suggestions on
home appliance enterprise should appeal to consciousness.
