摘要
国有投资公司使命特殊,是政府履行经济职能的一种重要组织形式,在国
家经济发展中发挥重要作用。我国国有投资公司发展时间不长,但因为特殊的
资源优势、政策环境以及先天条件,在市场日益成熟、经济结构显著变化的背
景下,各类投资公司伴随经济快速发展规模迅速壮大,作用和影响越来越大。
但随着国有投资公司的快速发展,其自身的矛盾和问题也日益凸显出来,诸如
市场应变能力不足、体制机制存在掣肘等,这些都成为制约国有投资公司进一
步发展壮大的障碍。
随着改革开放不断深入,近年来国家不断深化国企改革力度,鼓励发展混
合所有制经济,鼓励企业勇于创新变革,激发活力和市场应变能力,实现国有
资产的保值增值,提升效益,更加充分地激发企业潜能,更好地服务国家经济
大局和社会发展。JI 公司就是经济发展历程中的一个缩影,其发展历程带有显著
的时代特色,具有一定代表性。本文以 JI 公司为案例分析投资公司发展战略,
揭示国有投资公司普遍特征,对于探求国有企业科学健康发展之路具有一定的
借鉴和参照。全文围绕研究方向及重点,介绍了研究的有关背景、研究的思路、
内容及方法,梳理了发展战略理论脉络,以此为基础,剖析 JI 公司的发展战略
管理现状及所处经营环境,运用矩阵评估法梳理公司业务战略选择,提出战略
实施及措施保障建议。从战略分析、战略制定及战略实施几个层面进行较为系
统的研究。
本文共分三部分。第一部分主要论述研究背景和意义、研究思路与内容、
研究方法与特点、发展战略理论,奠定了全文的理论基础;第二部分主要分析
了 JI 公司发展战略管理现状、所处环境,从战略制定角度采用战略重要性及市
场吸引力-市场竞争力矩阵评估法分析公司战略选择,提出 JI 公司战略举措和保
障措施。结尾部分主要对全文予以总结及展望。

ABSTRACT
State owned investment company has a special mission, which is one of the
most important organization form of the government to fulfill its economic functions
and plays an important role in the economic development of the sub state. Time for
the development of China&39;s state-owned investment company is not long, but
because of the special resource advantage, policy environment and natural conditions,
the rapid economic development and increasingly mature market economic structure,
consumption demand changes accompanied by various types of investment
companies under the background of the rapid growth of scale, function and influence
is more and more big, also has become increasingly prominent contradictions and
problems such as market response capacity, institutional constraints and so on,
become the further healthy development and growth disorders.
The government continue to deepen the reform of state-owned enterprises,
encourage the development of mixed ownership economy, encourage enterprises to
innovation, stimulate the vitality and adaptability to the market, to maintain the value
of state-owned assets, improve efficiency, more play and stimulate business potential,
to better serve the overall situation of national economic and social development. JI
company is a microcosm of the national economic development process, is a
significant feature of the times of the brand, with a certain representation and
typicality. This paper takes JI company as a case to analyze the development strategy
of the investment company, to reveal the general characteristics and the present
situation, and to find a way to explore the scientific development of the healthy
development of the road. The thesis focuses on the research direction and emphasis,
introduces the research background, research ideas, contents and methods, combing
the development strategy theory, on the basis of analysis and guidance, management
status of JI company&39;s development strategy and the business environment, by using
the matrix selection method combing the company&39;s strategic business assessment,
proposed the implementation of the strategy and measures security advice. From theAbstract

aspects of strategic analysis, strategy formulation and strategy implementation, a
complete, comprehensive and systematic study is carried out..
The paper is divided into three parts. The first part mainly discusses the
research background and significance, research ideas and content, research methods
and characteristics, laid the theoretical basis of this article. The second part mainly
analyzes the development strategy of JI company management status, the
environment, the perspective of strategic formulation, the strategic importance and
attractiveness of the market - market competitiveness evaluation matrix analysis,
strategic choice, the implementation of the strategy. The last part, the main text of
the summary and outlook.
