摘要
随着房地产市场的不断发展,二手住房交易占整个房地产交易的比重不断
增加。从年开始,上海、北京等一线城市二手房交易量就超过了一手
房。近年来郑州市区的二手住房交易量比重也不断加大。随之而来二手住房按
揭贷款需求也日益旺盛,预计今年仅 21 世纪不动产一家房产中介在郑州区
域,全年交易额就将超过 80 亿元,其中 75%以上的金额需要向银行申请按揭
贷款,贷款总额远远超过一般的房地产开发企业。而相对其他贷款业务而言,
二手房按揭贷款是银行个人零售业务中风险低、收益高的优质业务。各行都非
常重视这块日益加大的蛋糕

由于国内经济面临新常态时期的机遇和挑战,经济结构优化面临着一系列
深层次的矛盾和问题。全国范围内商业银行不良贷款率连续 11 个季度持续上
升,信贷资产质量管控压力不断增大,金融机构贷款投放,特别是对风险暴露
集中度较高的行业、地区趋向于谨慎。而对于按揭贷款投放持续保持高度支

二手住房按揭贷款作为当前中行资产业务发展的重点,可以作为个人信贷
业务发展的突破口,从而实现信贷业务结构的优化调整,也有利于提升 EVA、
RAROC 等风险调整后绩效指标,符合总行提出的授信业务要走“轻资本”型发
展道路的要求

近年来,郑州城区中行理解和贯彻执行上级行关于“大力发展零售消费贷
款”的战略决策,努力为个贷业务经营部门提供了加快发展的机制,积极转变
增长方式,走改革创新之路,实现了个贷业务可持续增长。我行确定了“以住房
按揭贷款为主,重点营销优质开发商楼盘项目按揭,大力发展二手住房按揭”的
发展思路,致力于全面提升中行实力和市场竞争力

在郑州市区范围内我行二手住房按揭贷款业务取得了在系统内发展较快的
好成绩。但与区域内同业优秀行相比在规模、效益、客户基础、网点渠道、授
信资源等方面还存在一定差距

面对当前形势和业务现状,为提升我行二手住房按揭贷款业务的竞争力,
促进业务持续健康发展,作者对郑州市区范围内二手住房交易市场进行了调
研,包括搜集同业信息、与辖内分支行、网点进行访谈以及对二手住房按揭客II
户问卷调查等。通过调研,我们初步归结了问题、分析差距,提出了促进二手
住房按揭贷款业务发展的措施和建议

本文通过统计调查、文献分析等方法撰写,力求准确反映中国银行郑州市
区二手住房按揭贷款业务的发展现状、存在的问题,分析郑州市区内二手住房
按揭业务现状;通过问卷调查结果分析二手房交易市场需求客户构成;并比较
同业个人二手住房按揭贷款业务客户基础、业务管理模式、资源配置、风险管
理等方面,确定中行河南省郑州地区二手住房按揭业务发展的思路,进而提出
河南省分行二手住房按揭业务改进方案,并探究在经济“新常态”背景下二手住
房按揭业务发展方案实施的可行措施

本文由五部分构成。第一部分为绪论,主要阐述论文选题目的、意义,调
研方式及范围;第二部分围绕郑州市存量住房交易市场业务现状、供需关系、
行业政策和信贷政策,分析地区经济运行、信贷政策对二手住房的影响;第三
部分从中国银行二手住房按揭业务政策、流程及发展现状分析,并与同业对比
该项业务的发展现状、业务管理模式等方面的异同,尝试对中行二手住房按揭
贷款业务进行 SWOT 分析,探讨分析本地区各商业银行此项业务运行的共同特
点和面临的共性问题;第四部分主要从前期进行的抽样调查问卷结果入手,对
二手住房购房者调研分析,试图勾勒出市场需求者的基本背景、贷款需求、交
易方式和风险状况,寻求中国银行该项业务的市场定位;第五部分针对调研和
前述,对中国银行在郑州市区内二手房按揭业务的前景、风险、对策进行简要
分析

Abstract
With the continuous development of the real estate market, second-hand
housing transactions accounted for the proportion of the entire real estate
transactions continued to increase. Starting in , Shanghai, Beijing and other

volume. In recent years, the proportion of second-hand housing transaction
volume in Zhengzhou urban areas is also increasing. With the second-hand
housing mortgage loan demand is exuberant, is expected to move only in twenty-

Due to the opportunities and challenges of the domestic economy in the new

After an effort, in the Zhengzhou urban area, I have a second-hand housing
mortgage loans made in the development of the system faster good results. But
compared with the same industry in the region in the scale, efficiency, customer

In the face of the current circumstances and business situation, to enhance the

survey of second-hand housing market needs of customers; and to compare the
