摘 要
作为西南地区以煤勘为主业的事业单位 CQGT 地质队，在煤炭产能过剩，市场
需求增速放缓、风险勘查资本市场建设滞后、国家投资减少的背景下，行业进入“寒
冬”，经营市场受到冲击、行业竞争加剧的挑战。针对该问题，如何有效合理地调配
CQGT 地质队的资源，进行财务战略转型，使其在新的市场环境和行业条件下，适应
新的形势，体现其优势和核心竞争力，将是当前煤勘行业为主的 CQGT 地质队亟待
解决的问题
本文从 CQGT 地质队的实际情况出发，论证了 CQGT 地质队进行财务战略转型
的必要性，随后运用 PEST 分析、评价矩阵、波特五力分析模型和 SWOT 矩阵分析
了 CQGT 地质队的内部环境、外部环境、行业环境和战略方案，明确 CQGT 地质队
在财务战略转型过程中具有的优势、劣势和面临的机遇和挑战，提出了 CQGT 地质
队基地建设可采用的财务战略备选方案，随后，从筹资战略、对外投资战略和资金运
营战略三个方面分析了 CQGT 地质队的财务战略定位、制定与实施，其中，投资部
分以 CQGT 地质队基地建设投资项目进行了实例分析，依据项目的投资规模，预测
基地建设项目财务数据，并对项目财务评价、项目社会评价和项目环境评价，提出项
目风险分析与控制的具体措施，得出结论 CQGT 地质队新基地项目的投资是可回本
盈利的，可为 CQGT 地质队提供新的利润增长点，为正处于行业衰退期的煤勘地质
队的转型发展提供参考借鉴
本文研究的问题及研究成果对类似于 CQGT 地质队的煤勘地质单位财务战略转
型发展提供参考，对其单位的发展也具有现实意义

Abstract
CQGT geological team as a coal exploration institution in the southwest area. Under
the background of excess capacity of coal, slowing growth of market demand, lagging of
exploration risk capital market construction and decreasing of national investment. The
development of geological and exploration industry is very difficult, the market impact on
the geological and exploration industry management bring great challenges on the
industries. As for this question that rational deployment of resources of CQGT geological
team effectively, transferring financial strategy. So that it can adapt itself to the new
situation and perform its unique competitiveness under the new market environment and
industry conditions, it would problems which should be solved urgently for the current coal
industry, as a example for CQGT geological team.
Proceeding from CQGT geological team realities, make proved that transfer financial
strategy for CQGT geological team, subsequently, make use of PEST analysis methods,
evaluation matrix, Michael Porter's Five Forces Model and SWOT matrix analyze the
internal environment, external environment, industries environment and the strategic plans
of CQGT geological team, put forward the advantage, disadvantage, opportunity and
challenge for CQGT geological team during the transformations of CQGT geological team,
and then, put forward the position of financial strategic from financial strategy, foreign
investment strategy and capital operation strategy clearly. At last, as an example of
construction investment projects of CQGT geological team, make evaluation for financial
evaluation of construction projects, project social evaluation and environmental evaluation,
and put forward concrete measures of project risk analysis and its control. Make out the
conclusion that the project investment is feasible.
The conclusion of research would put forward some reasonable decides through
financial strategic management for the management, and scientific basis for other
industries builds their own financial strategy system.

煤勘行业是保证我国国防建设与经济建设快速发展的基础性服务行业，为国民经
济持续快速发展提供支撑和保障。作为西南地区以煤炭勘探为主业的事业单位 CQGT
地质队，一方面受到煤炭产能过剩，市场需求增速放缓、风险勘查资本市场建设滞后、
国家投资减少，经营市场受到冲击、行业竞争加剧的挑战，另一方面国家有力扶持、
陆续出台了一系列有力措施，帮助和扶持煤炭市场和煤炭行业转型发展。如国家能源
局在 2015 年 3 月 25 日印发《关于促进煤炭工业科学发展的指导意见》，提出十多条
助力煤炭行业脱困的措施；国家发展改革委召开 2015 年煤炭行业脱困暨经济运行调
节电视电话会议，就做好当前经济运行调节重点工作，进一步推行煤炭行业脱困进行
了部署；国务院发展研究中心市场经济研究所主办的“产业互联网发展论坛”提出“互
联网+煤炭行业”的发展模式。
