成为企业管理的重要组成部分。在科学技术不断发展,工艺水平不断提高,石油销售企
业终端——库站快速增长的情况下,石油销售企业的安全管理显得更加复杂,也更为重
要。尤其是如今石油销售企业的安全事故频频发生,给人们生命和财产带来巨大的损害。
石油销售企业的安全管理以人为核心,以技术为辅助手段,通过全面的教育培训,
加强员工对重大危险源的认知,对石袖产品本身特殊的认知和了解,使之能做到积极响
应,快速应对,进而提高企业所有员工的整体安全意识,最大化降低事故发生的机率。
根据作者对石油销售企业的接触与理解,.论文从四个部分对石油销售企业的安全管理进
行分析。第一部分对相关概念进行界定,从安全管理的相关概念到HSE安全管理体系的
相关内容进行分析;第二部分主要探究了四川销售安全管理的现状及存在的问题,以及
隐藏在这些问题下的原因;第三部分主要是从HSE安全管理体系入手,设计具有四川销
售特色的安全管理方案;第四部分则承继上一部分,实施安全管理方案并对最后的结果
进行考评和分析。充分利用戴明PDCA方法和杜邦安全管理模式对四川销售的安全管理
方案进行修正和补充。最后,根据考评标准,得出了四川销售尚处于安全管理阶段的初
级阶段的结论,并根据初级阶段的现状和企业安全管理的状态,提出了相应的实施措施。

Abstract
Petroleum sales enterprises situated in the special industry, and its safety management has
an important influence on the management of enterprises. And they has become an important
part of enterprise management. In the case of continuous development of science and
technology, technology had improving continuously, the petroleum sale enterprise's terminal
station -- rapid growth of the petroleum reserve storage,safety management of the petroleum
sales enterprises becomes more complex,more important. Especially nowadays safety
accidents occurred frequently in petroleum sale enterprise, bring great harm to people's life
and property.
Safety management of the petroleum sales enterprises take the human into the center, and
take the technology as the auxiliary means. Through the comprehensive education training,
we can strengthen the staff awareness of major hazard, and understand the petroleum products.
So that it can make a positive response md improve the safety awareness of all employees of
the enterprise and reduce the probability of the accident. According to the author's the contact
and understand of petroleum sales enterprises, the paper be analyzed from four parts to the
petroleum sale enterprise's safety management. The first part defines the related concept that
is relevant content from the related concept of safety management to HSE safety management
system; the second part mainly explores the current situation of Sichuan Sale's safety
management and existing problems, and the causes of these problems hidden in it; the third
part is mainly obtains the HSE safety management system to design the characteristic safety
management scheme of Sichuan Sales; the fourth part inherited the front part, and the
implement the safety management scheme and evaluation and analysis to the final result.
Make full use of the Deming PDCA method and DuPont safety management pattern to amend
and supplement to the safety management of Sichuan Sales. Finally, according to the
evaluation standard, we obtains the conclusion that Sichuan Sales is still be the primary stage
of safety management, and on the basis of the current situation of the primary stage and the
enterprise safety management status, we put forward some corresponding implementation
measures.
