随着中国移动服务的手机用户越来越多,网元设备也越来越多,网络也越来
越复杂,其网络运维人员需承担越来越重的维护任务,必须不断提高工作效率和
管理效率。扎实做好基础性维护工作是确保网络安全高效高质运行的重要保证,
是提高网络可用性,实现故障快速处理和业务迅速接管和恢复的重要手段,是提
升网络质量、降低终端客户投诉、改善终端客户感知的重要前提和保障。
本论文首先分析了 A移动公司通信维护项目的现状,并以此为基础结合A移
动公司维护项目特点、风险类型,深入、详细地分析了移动通信维护项目面临的
主要风险。本论文采用案例分析的方法,从风险管理的角度,对A移动公司GSM
维护项目中的备件管理工作进行研究。论文从项目风险管理的过程出发对备件管
理的风险进行识别、分析、评估和应对。在研究中发现备件管理主要存在七个方
面的风险,分析了维护项目的共同风险以及备件管理独特风险,对每一个主要风
险都提出了应对策略。树立全面风险管理的意识和工作思路,主管领导对项目执
行的足够重视以及“防范措施优于补救措施”的指导思想,对于移动通信维护项目特
别是备件管理服务的执行有着非常重要的意义。希望本论文能对类似项目开展风
险管理工作具有一定的现实意义和参考价值。

and more users,as well as there are more and more equipment in the network and
becoming more and more complex,its network operations staffs need to take more and
heavier maintenance tasks, also need constantly improve their work and management
efficiency. Solid basic maintenance work is an important guarantee to ensure efficient
high-quality network security operation5and isthe important way to improve the network
availability, rapid trouble-shooting and quickly take over business.lt is alsoimportant
premiseto improve network quality, reduce the customer complaintsand improve
customer perception.
This research based on A Corporationmaintenance project status quo, combined
with the characteristics of A Corporationmaintenance projects and risk types, further to
analyzethe key risks to A Corporationmaintenance projects. This thesisadopts the
method of case analysisto study A Corporation spare parts management of GSM
maintenance project in the perspective of risk management. The paperstudiesfrom the
process of project risk management of spare parts management risk identification, risk
analysis, risk assessment and risk response. There are seven aspects of risk for Spare
Parts Management service and the paper studies the common risk of maintenance
projects and unique risk of spare parts management. It's best way to implementA

attentions and the guidance of preventive measures is better than remedies actions,,
