随着科学技术的发展,生产率的提高,企业之间面临着更加激烈的竞争。要在激
励竞争中脱颖而出,人力资源要素优势是否得以发挥显得非常重要。二十一世纪是人才
竞争的世纪,人的素质决定了企业的发展。绩效考评体系作为人力资源管理重要组成部
分,将是极其重要的砝码。
本文以人力资源管理相关理论、绩效考核相关理论作为基础,釆用了系统方法、
对比方法、分析归纳法、举例说明法等研究方法,对东方公司地质研究中心的绩效考核
问题进行了系统性的研究,发现东方公司地质研究中心在管理方面存在一些问题,尤其
是传统国企体制与行业市场化趋势产生了一定的矛盾。在绩效考核体系的管理上,存在
的矛盾比较突出,主要表现在考评主体不全面、考评体系指标不完善、考评标准不明确、
考评体系缺乏反馈与沟通等方面。
针对这些问题,本文提出的改进方案是结合东方公司地研中心的实际情况,本文
从系统论角度出发,以绩效考核理论为指导,确立绩效考核体系的基本框架。通过分析
岗位特点、确立绩效目标、定性定量相结合确立考核指标体系、调整考核周期、提出保
障措施和定期回顾六大解决方案,确保考核内容和公司的战略保持一致。为了确保优化
后的绩效考核体系有相应的制度保障,提出了建立战略执行领导团队、设置相关机构明
确主要职责、链接员工能力发展与绩效考核结果、绩效指导与反馈四大保障措施,确保
新绩效考核体系的执行力。
通过论文的研究,能够为东方公司地研中心的绩效考评体系的优化提供一些参考
和借鉴,也能够为能源行业及其相关衍生服务业机构的管理提升做出一些贡献。
