本课题展望在新形势下节能减排工作的发展新方向,从制度、技术、
管理、考核等入手,全面推动管理节能、技术节能、机制节能、理念节能,
把节能减排各项工作统筹规划,使节能减排工作形成一种全新的运行管理
模式。在管理节能方面,要与6S管理紧密结合,有效进行节能资金投入
和节能项目管理,积极开展能效水平对标等工作;技术节能是指在引进先
进技术设备的同时,要合理利用技术创新和科技创新的成果等;机制节能
包括建立节能节水长效管理机制,完善节能减排方面的规章制度、能耗定
额管理等;理念节能涵盖重视节能宣传,全面贯彻节能管理思想等。
石油企业的节能减排涵盖了钻井、采油、集输、供电以及企业管理等
多学科、多领域的内容,在研究过程中,多方资料的调研整合、涉密数据
的取舍成为难点。我国的节能减排工作大多从技术节能角度入手,对于节
能减排的管理方法、管理手段和管理心理等的综合研究是本课题的创新
点。
节能减排是一项复杂的系统性工作,随着时间的推移以及国民经济发

展的要求,将越来越重要。本课题是从冀东油田分公司节能减排工作的需
要来开展研究的,研究结论不仅对当前工作有指导意义,其基本观点、原
理、结论对冀东油田分公司今后长远的节能减排工作仍然有参考价值。

ABSTRACT
During the Twelfth Five-Year period, China should pay more attention
to adjust the economic structure, change the economic growth mode, take into
account conservation development and clean development when pursuing the
economic growth. Oilfield companies are the makers of energy and also one of
the main energy consumers. The social responsibility requires these oilfield
companies strengthen energy conservation work during developing themselves.
Combining with specific situation of Jidong oilfield company, this issue
constructs energy-saving operation mode which is organized, managed,
encouraged, executive efficiently.
This issue explores the new development direction of energy
conservation work under the present situation. Starting from the aspect of
regulation, technology, management and assessment, the issue aim to promote
fully management energy-saving, technology energy-saving, mechanism
energy-saving and conception energy-saving, coordinate various terms of
energy saving and emission reduction work; thereby forming a new
